Learn more about this agency Responsibilities This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As the Healthy Start and Perinatal Services Deputy Director, you will lead and oversee the implementation of strategic plans to assure achievement of the Bureau and Division's goals and objectives. Specifically, you will: Formulate long- and short-range plans, goals and objectives and resources needed to achieve optimum staffing and funding priorities. Direct the development of related program improvement proposals pertaining to DHSPS and Bureau-wide programs. Apply knowledge of women's, perinatal, infant and family health needs, health services and systems requirements, performance measurement and metrics to perform a wide range of special assignments. Provide leadership in creating ways and methods of measuring: 1) program progress 2) the effect of program services on immediate and long-term problems 3) the relative benefits of specific methods of delivery of services, and 4) the impact of variations in expenditures. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above competencies, in order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Providing leadership in planning, directing, and evaluating programs that focus on perinatal, infant, and maternal health services programs and initiatives; collaborating with a range of national, state, and local advocacy and professional groups to develop strategies that address perinatal, infant, and maternal health public health program issues; and, analyzing and overseeing the implementation of policies and regulations for public health programs focused on perinatal, infant, and maternal health. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. HEALTHY START AND PERINATAL HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of Healthy Start and perinatal-related program services and organizations as well as the policies that impact health programs and reimbursement of health services. PUBLIC HEALTH - Knowledge of the principles, practices, and methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis and evaluation for public health programs at Federal, State and Local government levels. ORGANIZATIONAL STRATEGIC SUPPORT - Supports organizational goals and objectives in accordance with strategic and/or operations plans.
