Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.Job Summary: The FBI's Critical Incident Response Group (CIRG) made up of five sections (aviation, tactical, countering explosives, command and intelligence, and investigative support), ensures that the FBI has full-time, national-level teams capable of being deployed to protect the American people at home and overseas.The mission of the CIRG is to facilitate the FBI's rapid response to, and the management of, crisis incidents. Personnel are assigned to serve on a 24/7/365 response roster to assist FBI field divisions in: pre-crisis planning and during a response to critical incidents and major investigations; providing expertise in crisis management, negotiations, technical and tactical operations, behavioral assessment and aviation; providing enterprise-wide situational awareness and maintain a platform for critical interface and the dissemination of strategic information; and presenting training programs in areas of expertise to FBI field offices, federal, state and local and international partners.Responsibilities:The Counter-IED Section (CIEDS) has responsibility for the US Government Render Safe to resolve Weapons of Mass Destruction (WMD) events in the United States and its Territories. Part of the Render Safe Mission is to deploy to any Domestic location upon notification by the Attorney General of the United States or designated representative, to provide specialized bomb technicians, communications, command and control, medical support and evidence collection expertise. In addition, the CIEDS performs operational planning and deployments to support National Security Special Events (NSSE) and other critical incidents as deemed appropriate by CIRG Management throughout the United States and its territories.The Render Safe Readiness Unit (RSRU) is part of CIEDS and supports the readiness of National Level Render Safe Teams through interagency and intra-FBI policy and plans as part of the CIEDS Render Safe Program. Additionally RSRU supports the Render Safe Teams in the event of operational deployments.The SME shall provide the FBI with interagency and intra-FBI policy and plans support at the FBI's Gateway Bldg facility, Quantico, Virginia and operational support during a crisis at the J.Edgar Hoover Building, FBI HQ, Washington, DC and other government off-site facilities. The objective of this task order is to support CIEDS Render Safe interagency and intra-FBI policy and plans development and execution that supports CIRG's and the Section Chief's responsibilities for policy and plans and support to operational response. SME should demonstrate experience in national security policy, law enforcement or military operations, information flow, technology systems, military and law enforcement command structures, legal requirements, and report and document writing. The ability and experience in performing in a government-focused, collaborative, interagency environment is most desirable.The SME will be utilized and expected to fulfill responsibilities for operational response to various command post locations that may require them to operate FBI-owned or leased vehicles domestically and in remote locations. SMEs are required to support additional CIEDS locations in the National Capital Region, including FBI Headquarters, the Mount Weather Emergency Operations Center, Bluemont, Virginia, and in Richmond, Virginia, on a routine basis. Many of these locations do not allow access to personal vehicles and government vehicles are required.QualificationsMinimum Qualifications: Possess the equivalent of at least ten (10) years of professional experience, preferably working in national security policy and plans, with a focus on domestic weapons of mass destruction-terrorism crisis response operations policy and plans at the department or agency level, experience working with the National Nuclear Security Administration and the National Laboratories is highly desired. Possessing a background in Special Operations, federal counterterrorism law enforcement, or Explosive Ordnance Disposal/Public Safety Bomb Technician is highly desired. Bachelor's Degree required.Designated key personnel must have a minimum of seven years' experience in the formulation of interagency chemical, biological, radiological, nuclear, and general explosive-related policy for presentation to senior level executives.Possess a background in interagency national security policy and plans development with a focus on domestic weapons of mass destruction-terrorism crisis response operations.Demonstrated experience in the preparation of interagency policy documents and reports for senior leadership up to and including National Security Council Staff.Software skills (eg Microsoft Office Suite) and internet research abilities.Possess exceptional organizational, inter-personal, and strong oral and written communication skills.Possess a working knowledge of the National Response Framework and the National Incident Command system.Ability to deploy CONUS/OCONUS at the direction of the FBI.Ability to periodically be on a 24/7/365 alert roster to staff a FBI crisis operations center at various locations in the Washington, DC, Richmond, Virginia and northern-Virginia area.Possess a valid Virginia Driver License for the operation of FBI owned or leased vehicles in accordance with the contract.Possess a valid US Passport.*An active Top Secret clearance with SCI eligibility is required for consideration*The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
