* Duties Help Duties Summary This vacancy is for a Supervisory Human Resources Specialist position in the Field and Decennial Branch located at the US Census Bureau Headquarters in Suitland, MD The Census is accessible from the Metro Rail Green Line. This Job Opportunity Announcement may be used to fill other Supervisory Human Resources Specialist, GS-0201-14, FPL-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience. Learn more about this agency Responsibilities * Use technical skills to develop procedures, plans, and methods for staffing, recruitment, and placement of excepted and competitive service jobs in the Bureau's six RCCs, Regional Offices (ROs), Area Census Offices, and Field Headquarters. * Participate as a senior consultant with the Regional Directors, Assistant Regional Directors, and Regional Offices managers in evaluating and making recommendations concerning plans and proposals for the 2030 recruitment, staffing, and placement. * Develop long and short term RCC hiring implementation plans, estimate staff time and resources needed to support the 2030 hiring activities, and present this information to Bureau HRD and Field division management for consideration and review. * Coordinate and integrate ongoing 2030 hiring program activities with those of other HRD branches such as the Decennial and Field staff, Workforce Development Branch, and Talent Acquisitions Program Branch. * Evaluate the effectiveness of the 2030 RCC recruitment and placement activities. Analyze problems and impediments affecting the 2030 hiring program, determine corrective measures, and develop techniques to assist with program operations. This is a NON-BARGAINING unit position. Relocation expenses WILL NOT be paid. Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time. Qualifications Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: Advising senior-level management and program officials on complex competitive and excepted service staffing and recruitment issues; interpreting and applying Federal laws, rules, and regulations governing recruitment and placement of employees; performing authoritative consulting functions that require creating new techniques; formulating objectives to develop strategic short-term and long-term hiring solutions; influencing and persuading managers to accept recommendations on hiring matters; and providing oversight and evaluating the effectiveness of numerous HR functional requirements. Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
