We do state of the art work and have a cadre of outstanding professionals on our team.Systems Planning and Analysis has an immediate need for a Security Specialist to manage day-to-day industrial security activities for DOD, DOE and other US Government contracts. This position will be based at SPA Headquarters located in Alexandria, VA, but the candidate will travel periodically to SPA's cleared off-sites in Lorton, VA and Washington, DC to interface with team members and client security representatives. Responsibilities: The Security teams role is to ensure that SPA complies with the National Industrial Security Program (NISP) for the handling, storage and disposition of classified material entrusted to the company. Typical duties include: processing physical, personnel security, document control, visit and classified meeting requests. The Security Specialist will assist the Facility Security Officer (FSO) with arbitrating policy and processes regarding classification management, contract security, information, physical, operations security (OPSEC), personnel and facility clearances. They will also support Intelligence Community (IC) to ensure compliance with the Intelligence Community Directives (ICDs), Intelligence Community Policy Guidance (ICPG), the DoD Manual 5205.07 Volumes 1-4, DoD Manual 5105.21 Volumes 1-3, and related Industrial Security Guidance Manuals and Special Program Security directives. In addition, the Security Specialist will assist the FSO with creating, coordinating, and implementing security policies and procedures pertaining to the safeguarding of classified information and participate in annual Defense Counterintelligence and Security Agency (DCSA) Security Reviews and other government security inspections.Other duties may include:Processing collateral and Sensitive Compartmented Information (SCI) classified visits for internal and external classified activity.Providing guidance for the proper protection, handling and disposition of Controlled Unclassified Information in accordance with DODI 5200.48.Assisting with briefing and debriefing of all new, current employees and cleared consultants.Process onboarding security paperwork with the Contracting Officer Representative (COR) for all employees supporting client site locations.Working with US Government and contractor security officers to ensure security compliance related to SPA contracts, programs and projects.Handling the processing of DD-254 forms as a prime or subcontractor.Operating multiple security databases (eg, DISS, SWFT, SPOT, NISS, ACCS, etc.).Managing SCI nominating requests for staff clearances/accesses.Controlling access to the cleared facility through oversight of physical security systems including employee/customer badging and access control systems (ACS).Processing forms for government credentials (ie, CACs, SIPR tokens, etc.)Overseeing maintenance, installation, upgrading and servicing of physical security systems to include the periodic testing of the alarms.Prepare and transmit classified material via approved DCSA, Director of National Intelligence (DNI) and ICD methods (eg, briefed couriers, fax, accredited WANs and/or the Defense Courier Service (DCS)).Responding to Security Helpdesk requests.Maintaining and analyzing statistical security data for monthly reports.Other security-related duties as assigned by the FSO. Qualifications: Required Qualifications:Top Secret/SCI clearance and Five (5) to seven (7) years of industrial security experience in a Department of Defense (DoD) or government environment.In-depth knowledge of the National Industrial Security Program (NISP), Intelligence Community Directives (ICDs) and DoD 5200 series manuals, their implementation into a Defense Industrial Base Contractor Security Program, and how they pertain to the general safeguarding, control, transmission, disposition, and retention of classified material.Experience processing and providing guidance on classified marking, classification management and derivative classification.Experience using US Government online programs such as the Electronic Questionnaires for Investigations Processing (e-QIP), Joint Personnel Adjudication System (JPAS) and Defense Information Security System (DISS); and knowledge of automated security management systems.Experience supporting Defense Counterintelligence Security Agency (DCSA) Comprehensive Security Reviews (CSRs) as well as internal self-inspections to ensure compliance with the National Industrial Security Program (NISP).Desired Qualifications:Bachelors Degree in Security Management, Criminal Justice, History/Government, Communications or related area. Equivalent experience will be considered.Completion of an FSO Program Management for Possessing Facilities Course and other Defense Counterintelligence Security Agency (DCSA) Center for Development of Security Excellence (CDSE) security training certificates.Documented completion of a Contractor Special Security Officer (CSSO) and other IC security training certificates is preferred.
