Fairfax County Solid Waste Management Program (SWMP) is seeking a team member to identify and prepare technical specifications for Solid Waste Management capital equipment contracts, and to partner with the Department of Purchasing and Supply Management on procurement actions. Performs reviews, analysis, and development of highly technical procurement contracts for the purchase of specialized capital equipment. Negotiates with contractors and vendors for the purchase of materials, supplies, and services on a vast variety of equipment and vehicles, ensuring that products meet specifications, compliance, and environmental initiatives at three separate operations sites. First point of contact with all equipment vendors. Makes recommendations on products and equipment to management. Maintains on-going communication with management on commodity, service needs and problems. Lead point in long range planning to review heavy equipment and large commercial vehicle condition and performance to prepare forecasts for replacement cycles and upgrades. Leads and guides complex Maintenance Superintendents, who perform light routine maintenance and welding and assist in the processing of repairs, work orders, etc. Manages large data base for all capital equipment. Creates and oversees used equipment resale auctions to include creating an auction, monitoring the process, and making suggestions of resale value for all equipment. Assists in the development of equipment budgets and prioritization lists of equipment replacement. Partners with budget analysts within agency to prepare financial documents for fund certifications. Engages in safe working practices and complies with Solid Waste safety programs and guidelines. Complies with the DPWES Safety Competencies.

Note: The assigned functional areas for this position are procurement, budget, and supporting contractual functions.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.

PREFERRED QUALIFICATIONS:
  • Applicable ASE certifications.
  • Commercial driver's license (CDL) Class "B" or higher.
  • 5+ years of experience in Procurement, Inventory, Contracts, Purchasing, Buying/Selling of Capital Equipment.
  • 3+ years of experience in Inventory Management.
  • 2+ years of experience in Heavy Equipment Maintenance.
  • 3+ years of experience in Budget relating to heavy equipment.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 pounds. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. All duties performed with or without reasonable accommodations.
