Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Under the supervision of the Director of the Building Division, manages, directs and evaluates the work performed by engineering staff responsible for routine and complex engineering evaluation of proposed commercial construction to confirm compliance with related codes and standards. Communicates development regulations to customers and stakeholders. Provides technical and engineering support. Monitors workload and processes to optimize resources and makes adjustments as needed. Responsible for quality of work through training, mentoring and team building. Assists in the implementation of third party review and inspection programs and initiatives. Leverages new technologies to enhance the operation of the branch. Responds during emergencies to manage damage assessment operations.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment:
Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Ability to collect and compile research data;
Ability to oversee and coordinate the work of a diverse professional and para-professional engineering/architectural staff;
Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to engage others in the design and implementation strategies that maximize employee potential and foster high ethical standards in meeting the organization's vision, mission, and goals;

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; PLUS
Five years of progressively responsible professional experience in the appropriate engineering or architectural field.

PREFERRED QUALIFICATIONS:
The ideal candidate will possess the following:

• Certification by the International Code Council or Virginia Department of Housing and Community Development as a Fire Plans Examiner or Accessibility Inspector/Plans Examiner.
• Experience in the design and/or review of structural systems.
• Experience in the enforcement of the International Existing Building Code/Virginia Rehabilitation Code.
• Supervisory Experience.
• Excellent communication skills.

CERTIFICATES AND LICENSES REQUIRED:

• Driver's License -Required upon hire
• Professional Engineer (PE) or Registered Architect (RA) in VA -Required upon hire
• Must be a Certified Building Official (CBO) or possess three DHCD plans examiner or inspector certifications in the following disciplines within 18 months of hire: fire, commercial building, mechanical, plumbing or electrical.

NECESSARY SPECIAL REQUIREMENTS:
All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.

The appointee to this position will be required to complete a criminal background check and driver's license check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:

Ability to operate key-board driven equipment and use large platform monitors to review plans. Ability to lift plans up to 50 lbs. Ability to perform sedentary tasks. All duties may be performed with or without reasonable accommodations.
