Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. Manages, directs and evaluates the work performed by staff responsible for engineering evaluation and inspections of residential and commercial construction to confirm compliance with related codes and standards. Communicates development regulations to contractors, developers, builders, architects, engineers and other stakeholders. Provides technical and engineering support on matters related to building code requirements. Monitors workload and processes to optimize resources and makes adjustments as needed. Responsible for quality of work through training, mentoring and team building. Assists in the implementation of third-party review and inspection programs and initiatives. Leverages new technologies to enhance the operation of the branch. Responds during emergencies to manage damage assessment operations.

Required Knowledge Skills and Abilities

  • Extensive knowledge of the national, state and County mechanical, electrical, plumbing, gas, and existing structures building codes and regulations relating to construction inspections in the County;
  • Knowledge of inspection practices and procedures;
  • Ability to understand and interpret complex codes, regulations and procedures;
  • Ability to read and interpret construction documents and specifications;
  • Extensive knowledge of the equipment, materials, and methods used in residential construction and/or repair;
  • Knowledge of structural engineering theories, principles and practices related to single family dwelling construction;
  • Knowledge of the principles and methods of administrative management and negotiation;
  • Ability to communicate and interact effectively with all levels of County staff, County officials and the public;
  • Ability to establish and maintain effective working relationships with coworkers, subordinates, contractors, and the public;
  • Ability to supervise branch staff including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning;
  • Knowledge of safety principles;
  • Ability to operate keyboard driven equipment.

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in engineering, construction management, building construction or related field; plus five years of progressively responsible experience in building inspections, building code compliance, or management and administration of building code enforcement, including two years of directly related supervisory experience and inspection experience in two of the following areas: electrical, plumbing, mechanical, building and/or combination inspection.
Experience in the design, review and inspections of residential and commercial structures. Experience in the enforcement of the International Code Council family of codes as well as the National Electrical Code. Excellent communication skills. Experience in emergency management operations.
Driver's License (Required)

Possession of the Certified Building Official (CBO) or possession of the following 8 certifications by the Virginia Department of Housing and Community Development (VDHCD) upon hire:
  • Residential Building Inspector
  • Residential Electrical Inspector
  • Residential Mechanical Inspector
  • Residential Plumbing Inspector
  • Commercial Building Inspector
  • Commercial Electrical Inspector
  • Commercial Mechanical Inspector
  • Commercial Plumbing Inspector

All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or religious reasons will still be subject to the weekly testing requirement. Otherwise, vaccinated employees will complete the attestation online in the first day of employment.

The appointee to this position will be required to complete a criminal background check, and driver's license check to the satisfaction of the employer.

  • Ability to operate key-board driven equipment and use large platform monitors to review plans.
  • Ability to lift plans up to 50 lbs. Ability to perform sedentary tasks.
  • Ability to drive.

Panel interview and may include exercise.
