The Space Telescope Science Institute is seeking a Procurement/ Subcontracts Branch Manager within the Business Resource Center to oversee operations, including supervising staff activities. Ideal candidates will possess technical expertise, integrity, and knowledge of purchasing and subcontracting matters; drafting of contract language; and federal, state, and local government statutes and regulations.

The manager will develop working relationships, as well as handle complaints, negotiate and build consensus. The manager will be the decision-maker to organize and prioritize work. Proficiency with subcontracting process, including knowledge of and skill in communicating effectively with subcontractors and contract negotiations required. Subcontracts experience in a cross-functional setting will lead to success.

Your Role & Responsibilities include:

  • Managing and administering the overall operation of the Procurement Branch of the Business Resource Center (BRC).
  • Planning, organizing, administering and managing the Procurement functions, encompassing the purchasing program and subcontracts.
  • Developing, improving, and maintaining policies, procedures, and objectives for the operation of procurement programs supporting STScI's goals and per government contract requirements.
  • Serving as the technical lead to ensure the procurement system is wholly and effectively integrated into the CostPoint government accounting system.  

Your Experience, Skills & Qualifications:

  • Knowledge of both Procurement and contract administration in both government and commercial environments.
  • Knowledge of the complex concepts, theories, principles, and practices that govern legal and financial transactions, Federal Acquisition Regulations (FAR), and OMB A-122.
  • Ability to cultivate and develop collaborative working relationships with internal and external stakeholders.
  • Ability to authentically connect, negotiate, influence, and build consensus.
  • Ability to communicate effectively both verbally and in writing. Excellent customer service and communication skills are the foundation for success in this role.
  • Experience leading teams and projects and ability to plan, organize, and prioritize staff's work and handle multiple demands expertly.
  • Experience working with Deltek, Costpoint preferred.
  • U.S. citizenship or Permanent Residency is required. 

Education/ Experience: 

The position requires a Bachelor's degree in Business Administration, Business Management, or a related field. Certifications such as CFCM, CCCM, or CPCM are desirable. Minimum of eight (8) years of experience working in Government procurement, commercial proposal preparation, negotiation, and a strong emphasis in subcontract administration, including complex transactions.
