Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The incumbent processes compliance enforcement actions taken by the Copyright Acquisitions librarians under section 407 of the Copyright Act of 1976. Such actions result in the acquisition of works in electronic formats for the Library's general and special collections.

Responsibilities

The U.S. Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Acquisitions & Deposit Division's mission is to augment and enhance the Library's collections, and enable its Reading Rooms to provide timely, effective public service by acquiring works through the skillful enforcement of the mandatory deposit requirement of the Copyright Act of 1976. The division monitors U.S. Publishing activities and seeks to encourage voluntary, regular deposit and registration by planning and implementing outreach efforts; establishing and maintaining effective relationships; administering informal arrangements and negotiated, formal agreements with individual publishers or trade associations. Under the authority delegated by the Register of Copyrights, the division also issues demands for deposit and monitors subsequent compliance.

The position is located in the Acquisitions & Deposits Division, Assistant Register and Director of Operations, U.S. Copyright Office.

This position is not eligible for permanent remote telework.

The position description number for this position is 365612. This position has promotion potential to the GS-09.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flexitime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

The Electronic Deposit Technician reports to the Chief of the Acquisitions and Deposits Division.

Developing a working knowledge of mandatory deposit requirements under supervision, the position performs inspection and quality control oversight of digital files delivered as copyright deposits.

Ensures conformity to Library of Congress and Copyright Office standards of metadata and files related to copyright digital deposits.

Will develop skills required for research and troubleshooting of perceived problems with digital files delivered as copyright deposits, and when and how to work with other library service units for appropriate resolution.

Uses online tools developed by the Library and Copyright Office to process digital files delivered as copyright deposits.

Reports on, inventories, and provides data online projects/delivery review assignments.

Conducts searches and research on publisher websites and online services to synchronize and confirm validity of copyright digital deposits, and identify additional titles within scope for copyright deposits.

Performs searches in Copyright Office and Library databases to verify title details.
