Summary

As an Acquisition Project Management Specialist, you will serve as a technical authority expert to Contract Operations business line for both military and civilian agencies.

Location of position: This position will be in GSA-FAS-Professional Services and Human Capital (PSHC)-AAS Program
Management Office located in Auburn, WA; Washington, DC; Atlanta, GA and/or Fort Worth, TX.

Responsibilities

The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS's professional services, human capital services, and charge card management programs and contracts. This position will perform the following duties:
  • Act upon worldwide customer agency requests for the acquisition/procurement of commodities and services, and/or contracting solutions that may include the development and design of comprehensive, integrated system solutions, primarily involving military and civilian. Develops partnerships and networks with the federal community and industry experts to establish new business opportunities. Provides leadership in coordinating work efforts between customer technical functions and contracting offices relying on a wide variety of tools such as interagency agreements, diverse professional service contracts and other technical and business data to ensure solutions employed and contractual vehicles selected optimize customer financial abilities and meet business requirements in the most effective, efficient manner. Analyzes requests to determine specific needs. Conducts extensive coordination with respective agency to determine agency requirements and manages or processes task orders that are consistent with agency policy. He/she determines the type of contract that is most suitable to meet agency requirements. Makes technical and project management decisions in development of agency requirements/ specifications to ensure efficient development and implementation of each task is consistent with terms and conditions.
  • Coordinate customer requirements through contracting or task order process. Prepares or assists in finalizing customer statements of work, performance work statements or statement of objectives, evaluates proposals, prepares negotiation objectives and supports negotiations with vendors. Coordinates with Contracting Officer, and assists in preparing acquisition/procurement documentation. Coordinates receipt of customer funds, monitors progress of tasks, accepts/ rejects invoices, expenditures of customer funds, payments and invoices on tasks and contracts. Uses automated systems of record to accomplish these tasks and inputs and tracks data to assure timely completion of required steps in the process. Provides reports to management.
  • Lead and coordinate with FAS contracting officers to ensure the acquisition strategy is the most appropriate and considered the best utilization of available contract offerings. Monitors and advises contracting officer of performance related issues. Monitor contractor performance along with agency Contracting Officer Representative (COR)/client representatives in accordance to project Quality Assurance Performance Plan. Develops, or collaborates in the development of proposal evaluation and rating factors, including performance based measures and scoring plans that support the effective review of contractor's proposals and responses to evaluations factors. Performs market research in pursuit of the development of independent government estimates and task order award determinations. Operating as the customer advocate and to ensure the accuracy of cost information passed along to customers, incumbent provides comprehensive workload projections and associated costs to be used to determine rates to be charged for contractual services to recover expenses.
  • Provide technical interpretation of specifications to key individuals in resolution of problem areas encountered. Monitors and/or manages contractor performance. Ensures required materials are available, when needed. Reviews invoices and approves contractor payments. Determines need for, and negotiates cost of changes if required with the contracting officer. Acknowledges receipt of materials or services and conducts comparison to invoices and assist in the resolution of billing issues.
  • Conduct meetings with high level officials of Federal agencies to explain services, procedures and processes, rates and billing procedures, and functions provided by the organization. The briefings conducted necessitate that the employee expertly navigate the conversation with audiences that can include a mix of technical and non-technical members, many of whom have specific business needs, rigid budget/financial capability available for services and offerings and other dynamic program or business needs. To be effective in these situations, the incumbent relies on his/her expertise in technology, analytical matters, financial processes and communications to develop and present diverse materials, to answer questions that arise and to effectively persuade officials as to why GSA should be the provider of choice. The incumbent is adept at sales generation as well as establishing government/contractor/customer kick off meetings and progress reviews to establish reporting requirements, task progress, financial management issues and deliverable due dates.

The GS-14 salary range starts at $114,717 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is experience gained in one or more of the following: (a) providing authoritative guidance and direction on policies, procedures, and practices of an organization responsible for the acquisition of information technology, Federal Acquisition Regulations, and/or professional service area products, services, and solutions; (b) leading the development of strategies for acquisition projects that meet the business needs of client agencies/organizations; or (c) performing pre-award and post-award functions for products, services, and solutions acquisitions. Experience gained in the above areas must also demonstrate knowledge and application of current and emerging information technologies, Federal Acquisition Regulations, and/or professional service area products.

  • Skill in managing multiple, complex projects concurrently for a wide variety of user agencies; coordinate with customers to develop order modifications, write appropriate justifications and coordinate with the contracting officer for modification award, monitor and advise contracting officer on the project performance issues.
  • The incumbent possess a through broad knowledge of government acquisition, procurement and project management principles utilized by customer agencies to conduct general business operations.
  • Expert knowledge of acquisition procurement regulations, acquisition terminology, acquisition planning and contract administration procedures and practices; agency regulations, and the mission/functions of other Federal agencies in order to coordinate effectively with vendors and user agency representatives on sensitive issues.
  • Possess the comprehensive knowledge and ability consistent with laws, regulations, policies and procedures to develop acquisition strategy and conduct market research, determine contract type, execute the source selection process, and conduct the contract administrative process for the life of the task orders and contracts.
  • Ability to meet/deal with high level agency and contractor executives in order to communicate, defend and/or justify extensive, complex recommendations to customers. Ability to conduct management review and present proposals to a variety of individuals at all levels of agency or customer agencies.
