The primary purpose of this position is: to serve as a second-level supervisor and division chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to a division within the Exercise & Training Directorate (J7).

Responsibilities

  • Exercises supervisory personnel management responsibilities. Leads the division in interpreting and applying broadly defined training objectives conveyed via higher echelons and in determining how to optimally invest and apply (continued)
  • the Command's resources to achieve them. Leads the division in providing training and education services for all elements of the cyber workforce, and in conducting continuing assessment of programs and resource allocations to optimize (continued)

Qualifications

This is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Supervision Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of global cyberspace issues, objectives, and operations, including broad, practical knowledge of the role of the IT infrastructure in supporting performance of national defense-critical functions; skill in selecting and applying a wide range of qualitative and quantitative methods for the assessment and improvement of programmatic and management elements of enterprise-level training and workforce readiness investments, programs, and processes; ability to plan, manage, and coordinate training and workforce readiness projects requiring collaboration with various internal and external components, including contractors, representatives of other agencies, industry, and academia. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to lead the design and implementation of enterprise-level cyberspace training and workforce readiness programs.
2. Knowledge of DoD global cyberspace issues, objectives, and operations, including broad, practical knowledge of the role of the DoD IT infrastructure in supporting performance of national defense-critical functions.
3. Ability to plan, organize, and direct the functions and staff of a medium-sized organization.
4. Skill in selecting and applying a wide range of qualitative and quantitative methods for the assessment and improvement of programmatic and management elements of enterprise-level training and workforce readiness investments, programs, and processes.
5. Ability to plan, manage, and coordinate training and workforce readiness projects requiring collaboration with various internal and external components, including contractors, representatives of other U.S. Government agencies, industry, and academia.
6. Skill in communicating complex technical information both orally and in writing to provide effective briefings and reports to senior leaders.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.   • Promotion Consideration: If you wish to be considered as a promotion candidate and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirements. You will need to provide additional SF-50s which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-Grade, Grade/Range Increases, and SF-50s with an effective date more than one year old).
ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
