WHAT IS THE ONLINE SERVICES (OLS)DIVISION?

The IRS Office of Online Services was established in 2011 and is dedicated to providing and improving online (web and mobile) self-service tools to taxpayers. OLS creates high value for both the IRS and the taxpayer by continuously improving the irs.gov website and giving taxpayers "self-service" capabilities to obtain needed information and fulfill their tax obligations. The office combines online expertise, data analysis and business knowledge to conceptualize online tools and develop product roadmaps. OLS is responsible for developing handy applications such as IRS2GO (a smartphone application that lets taxpayers interact with the IRS using a mobile device) and Get Transcript (an irs.gov application that allows taxpayers to view a copy of their transcript online). Other applications include tools and calculators that help taxpayers understand and meet their tax obligations.

The following are the duties of this position at the full working level.
  • Prepares briefing papers to advise the senior manager, and the Senior Executives, Office of Online Services, on the status of program measures that lead the planning, development and implementation of policies that maintain and evolve the IRS.gov website, Digital Tools and Products in keeping with the Agency's digital strategy.
  • Provides technical advice to the organization and to operating division management on web projects and digital products, projects and programs.
  • Conducts in-depth analyses of project data, requirements, and impact; identifies problem areas and determines how to resolve them.
  • The incumbent coordinates on an organizationally wide basis regarding procedures and strategy for ensuring that web content is optimized for the user experience.
  • Reviews and approves reports prepared by subordinates which are generated by using analytical and evaluative techniques to research web traffic, customer feedback and other metrics using a variety of tools, such as, Google Analytics, ForeSee, and card sorting tools to identify trends in content production, and website use.

- The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages .
- This is a non bargaining unit position.
- Tour of Duty: Monday- Friday, 8:00-4:30pm.
- Alternative work schedule, staggered work hours or telework may be available.

- A 1-year probationary period is required.

Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.

In addition to the above you must have the following: Experience with program measures that lead the planning, development and implementation of policies that maintain and evolve the Digital Tools and Products in keeping with the Agency's digital strategy. Experience with procedures and strategies for constructing, editing and publishing web pages, ensuring that web content is optimized for the user experience. Experience providing technical advice on digital issues with web projects and programs.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
