These positions are located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), (ESD) Engineering Services Division, RF Communications Branch, Long Range Communications, Portsmouth, VA.

You will serve as a Telecommunications Specialist (CYBER) and be responsible for planning, implementing and operating service development, engineering, delivery, support and technical expertise for long range RF communication network services/systems.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Reviewing engineering change proposals involving RF communications services.
  • Coordinating configuration management of RF communications products with C5ISC Product Lines.
  • Managing advance procurement planning, requirements documents, market research, government cost estimates, and participate in solicitation, contract award, surveillance of contractor performance, review/inspection of deliverables, invoicing, contract modifications, contractor performance documentation and maintenance of a COR file.
  • Managing long range communications systems engineering development and project execution activities.
  • Providing support and technical expertise for long range communications systems to C5ISC Product Lines, to include integrated communications and encryption services.
  • Generating annual budget proposals to sustain existing long range communications systems.
  • Quantifying resource needs for all new long range communications systems development activities beyond sustaining a specific product and support RP development.
  • Providing service development and delivery of long range communications systems to C5ISC Product Lines.
  • Initiating and/or review engineering change requests for long range communications systems.
  • Developing maintenance requirements for long range communications systems in accordance with established C5ISC Reliability Centered Maintenance (RCM) analysis and Maintenance Procedure Card (MPC) development processes and standards.

13 - This position may be filled at the GS-11, GS-12, or GS-13 grade level. Promotion potential to GS-13 if selected at a lower grade level.

To qualify for the GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience may include:
  • knowledge of radio communication equipment (e.g. satellite, microwave, UVHF/HF radio) to include configuration, maintenance and troubleshooting;
  • skill in the use of an organization's communications media (e.g., computer and telephone networks, satellite, fiber, wireless);

OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR a combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.

To qualify for the GS-12 Grade level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level in the federal service. Specialized experience may include the following:
  • knowledge of aircraft and/or shipboard satellite communication and network equipment to include configuration, maintenance and troubleshooting;
  • skill in the use of an organization's communications media (e.g., computer and telephone networks, satellite, UHF/HF radio, fiber, wireless);

To qualify for the GS-13 Grade level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience may include the following:

• Support and technical expertise for long range RF communications systems to include encryption services.
• Experienced with System Engineering Life Cycle (SELC)
• Led teams to develop or oversaw the development of requirements, specifications, work statements and other appropriate procurement documents for RF communication systems, equipment and/or services based on user requirements and an understanding of the underlying technology and the goals of the organization.
• Performed market research for procurement of RF communication systems, equipment and/or services.
• Knowledgeable in the establishment of routine and preventive maintenance used to achieve and sustain optimum performance and reliability.
• Developed and oversaw the execution of project plans, schedules & technical installation / implementation plans to procure, configure, deploy and maintain RF communication systems.
• Oversaw the planning, design and evaluation of projects to deploy RF communication systems to mobile units (ships, aircraft, and portable systems) nationwide or worldwide.
• Establish and maintained capital planning budgets & accounts.
• Proposed new policies and practices in order to resolve specific complex and/or intricate issues and problems or research trends and patterns in order develop new methods and criteria.
• Established criteria; formulating projects; assessing program effectiveness; and/or investigating/analyzing a variety of unusual conditions, problems, or issues.
• Served as an internal consultant and advisor in own area of technical or programmatic expertise (e.g., satellite communications, policy development, capital planning).
• Provided leadership in the planning, design and evaluation of projects to deploy communication systems to mobile units (ships, aircraft, and portable systems) nationwide or worldwide.
• Performed Engineering Change Proposal lead functions providing management support and technical expertise on long range RF communication systems to include: transmitters, receivers, amplifiers, antenna couplers, and antenna systems.
• Review and evaluate effectiveness, technical adequacy, and suitability of engineering work and proposals of others developing system modifications to ensure there is no impact on performance, reliability, and maintainability.
• Knowledgeable in plan modifications to complex subsystems or major categories of equipment to include preparing cost estimates, procedures, criteria, and specifications for systems modification and for procurement and testing of new equipment and software.
• Created or update technical documentation and drawings to ensure technical accuracy, conformance, and maintainability of deployed systems.
• Coordinated technical activities with external customers and support organizations representing the organization in reaching compromises and agreements with engineers and contractors.
• Acted to ensure contractor performance meets contractual requirements; adheres to US Coast Guard policies and regulations; conforms to engineering and technical specifications; adjudicate deficiencies and discrepancies with installation documents; develop and maintain installation production schedules, review production and cost reports to ensure cost and schedule adherence; and work with installing activities to ensure on time delivery of ships' systems.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
