Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The incumbent processes compliance enforcement actions taken by the Copyright Acquisitions librarians under section 407 of the Copyright Act of 1976. Such actions result in the acquisition of works in a variety of formats for the Library's general and special collections.

Responsibilities

The U.S. Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Acquisitions and Deposit Division's mission is to augment and enhance the Library's collections, and enable its Reading Rooms to provide timely, effective public service by acquiring works through the skillful enforcement of the mandatory deposit requirement of the Copyright Act of 1976. The division monitors U.S. Publishing activities and seeks to encourage voluntary, regular deposit and registration by planning and implementing outreach efforts; establishing and maintaining effective relationships; administering informal arrangements and negotiated, formal agreements with individual publishers or trade associations. Under the authority delegated by the Register of Copyrights, the division also issues demands for deposit and monitors subsequent compliance.

The position is located in the Acquisitions & Deposits Division, Assistant Register and Director of Operations, U.S. Copyright Office.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flexitime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Performs special searches of various online catalogs and databases to locate and/or verify bibliographic or acquisitions data supporting various library functions, related to the development of the general and special collections of the Library of Congress via copyright deposits.

Performs complex searches to identify the relationship of the piece in hand to the collection as a whole. Follows all pertinent instructions concerning the recognition and comparison of dates, authors, titles, etc. Performs extensive and comprehensive searches to establish copyright facts needed to make written demands for library materials in assigned formats.

Analyzes search results, and interprets bibliographic relationships and status of materials to be acquired. Also searches the Library's stacks, and Copyright Office unprocessed materials to determine holdings in the collections and/or receipt of deposit copies in the Copyright Office.

Conducts research to establish copyright facts needed to make written demands for Library materials in assigned areas.

Under supervision, plans and carries out many procedures to acquire library materials. Carries out acquisitions assignments involving a wide variety of interrelated steps and procedures.

Performs rudimentary searches of reference sources which may include print and internal and external databases. Communicates with Library of Congress employees, members of the publishing community and individual Copyright claimants and attorneys to provide or clarify information and acquire library material for the collections.

Creates original bibliographic and acquisition records and appropriate correspondence such as mandatory deposit demand notices and letters related to acquiring copyright deposits in all formats.

Assists in determining material requiring follow-up notices and issues appropriate claims to publishers. Processes cancellations and makes necessary adjustments to acquisition records.

Receives, sorts, and processes copyright deposits in all formats. Reviews materials to ensure accuracy and completeness; to ensure all regulations are met and all copyright registration elements are present; and takes appropriate subsequent actions, including annotating and/or updating all files. Routes materials as appropriate within the Copyright Office or for the Library's collections.

This position is not eligible for permanent remote telework.
