The Chief Engineer is responsible for the supervision of maintenance operations, all assigned equipment, and the physical condition of the A V Bryan Courthouse in Alexandria, VA.

  • Supervise and schedule staff to perform scheduled preventive maintenance on equipment
  • Participate in the recruitment, examination, and hiring process
  • Evaluate, praise, and discipline assigned staff on an as needed basis
  • Work with the Project Manager and participate in the individual career development of assigned staff
  • Act as a mentor to the assigned staff by assisting them in developing their skills through hands on technical training
  • Review and provide solutions to technical issues and challenges; determine where improvements can be made, and recommend and implement changes
  • Conduct safety meetings and training on a regular basis
  • Encourage, direct, and monitor work for adherence to professional and mandated standards
  • Maintain and review work records of assigned staff or crews
  • Determine time, materials, supplies, and overall costs needed to complete assignments and provide input into the budget process
  • Ensure that safe and efficient work practices and procedures are followed, including those pertaining to the set-up of work sites, the use of equipment, the maintenance and storage of equipment, materials and tools, and the use of personal protective clothing and equipment
  • Inspect the U.S. government internal building projects for compliance with specifications, standards, and codes and coordinate work within the city and other agencies
  • Develop and adhere to a preventive maintenance program with experience in Maximo government software
  • Other duties as assigned

  • High school diploma or GED required
  • 10+ years' experience in the field with increasing levels of responsibility
  • 4+ years' experience working in government contracting
  • Experience to include the following:
  • Experience in planning, organizing, directing, and participating in the activities of one or more crews assigned to a functional work area in building maintenance
  • Experience in motivating, leading, and training staff
  • Experience participating in hiring, performance evaluations, and disciplining staff as needed
  • Experience in developing and maintaining relationships with all levels of an organization and with people from different socio-economic, religious, and ethnic backgrounds
  • DC 1 st Class required
  • Secret clearance required

Knowledge, Skills and Abilities
  • Thorough knowledge of methods, materials, tools, and equipment used in carpentry, painting, plumbing, electrical, control systems, heating, ventilating, air conditioning, and related trades/crafts
  • Outstanding knowledge of building maintenance materials and their characteristics as well as the uniform codes (building, plumbing, electrical, and mechanical) and technology, theory, design, use and operation of equipment, and related building systems and locations of typical system failures
  • Considerable knowledge of practices for fixing and maintaining equipment and materials
  • Ability to estimate and order supplies and materials needed to get the job done, while keeping an eye on the "bottom line" and not allowing inventory to pile up
  • Knowledge of reading blueprints to determine physical location of equipment
  • Knowledge of math, up to and including basic algebra and geometry
  • Ability to read and interpret plans, specifications, blueprints, sketch designs, present notes to coworkers, supervisors, and clients
  • Ability to read and apply applicable codes, operate data logs, and personal computers
  • Thorough understanding in using hand and power tools used in carpentry, plumbing, electrical, HVAC, and other building trades to adjust and maintain equipment while always using proper lifting techniques
  • Knowledge of conducting field inspections of in-house and contract projects for compliance with specifications, standard codes, ordnances, and regulations
  • Candidate must be comfortable working in a high-stress and constantly changing environment
