Position DescriptionPositionSummaryThe FMS Waterfront Manager provides ship repair expertise, advice, and leadership for the modernization and maintenance of former USN, USCG, and foreign naval vessels.This position is contingent upon your ability to maintain/transfer your Secret clearance.This position is contingent upon contract award or funding award.ResponsibilitiesProvide oversight and management of ship repair availabilities under the auspices of Foreign Military Sales programs executed by Naval Sea Systems Command (NAVSEA)Manage all waterfront staff to effectively monitor, evaluate, and motivate their performanceParticipate in the development of ship repair specifications and Ship Alteration and Repair Packages (SARP)Conduct production meetings and facilitate the integration of customer country, NAVSEA, and shipyard functionsPerform as primary liaison with government personnel and customer country representative at executing shipyardDevelop, implement, and monitor integrated master ship repair schedulesLiaison with the Logistics Manager to ensure timely and cost-effective ordering, delivery, and receipt inspection of ship repair material and partsPrepare and submit production / training / logistics schedules, condition reports, weekly SITREPs, material receipt/inspection reports, training reports, incident reports, and test reportsManage the movement of parts, repair equipment and materials in and/or out of the shipyardAnticipate, research, and provide reports on changes in scope of repair work and impacts to scheduleEnsure adherence to local, state, federal and OSHA safety laws and policies.Oversee monitoring, recording, and reporting on activities, trends, results, and recommendations relating to all ship repair activitiesProvide direction on projects from inception through completionProvide technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customerManage and coordinate technical and administrative staff by assigning, scheduling, prioritizing, coordinating, and facilitating multiple tasksEvaluate performance of subcontractors and staff in terms of actual and planned task schedules and resource requirementsReview work for quality assuranceCompose memoranda, reports, and other documentation highlighting project steps and status for daily and weekly meetings with customerAttend meetings and deliver presentations about project status and work commitmentsEnsure training of all staff members and provide instruction on customer's methods, procedures, and standardsEvaluate, develops, and/or implement procedures regarding project documentation and developmentTroubleshoot technical problems and take corrective actionParticipate in long-range planning, analysis, and program designParticipate in the planning and design of new projectsReview employee schedules and timecardsPerform additional duties and responsibilities as assignedQualificationsEducation and ExperienceBachelor's degree is requiredTen (10) years of experience is required in management of complex projects involving USG ships, submarines, or combat systemsExperience is required in naval shipbuilding and overhaul in public or private shipyard environment, including experience in managing a large and diverse group of individuals ranging from professional to industrial workerExperience is required in management of schedules for large and complex projectsForeign Military Sales (FMS) experience is requiredExperience working directly with foreign military and foreign government personnel is highly desiredIn some cases, educational requirements may be adjusted for additional work experienceWork experience may be adjusted for highly specialized knowledge or uniquely applicable experienceExperience supporting NAVSEA PMS 326, PMS 325, PMS 333, IWS 4, or IWS 11 highly desiredFamiliarity and experience with ITAR, FCPA, and other regulations and laws associated with international work is highly desiredKnowledge, Skills, and AbilitiesExcellent communication, presentation, and interpersonal skillsAbility to manage, track, and prioritize a large number of diverse and changing requirements and tasksSkills and capabilities to produce and deliver comprehensive reporting to external and internal stakeholders, including government, executive, and foreign personnelStrong knowledge of commercial contract management principles, Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations System (DFARS) and supplemental acquisition regulations of government agencies as they apply and influence aspects of procurement, and subcontractingRequires advanced knowledge and understanding of work project(s) and functionsUnderstanding of the business case and an appreciation of financial/analytical issues and profit and loss implicationsSkilled with Microsoft Office (Word, Excel, and PowerPoint)OtherRequirementsProject Management Professional (PMP) certification is highly desiredA US Government ACTIVE SECRET clearance is required and is a condition for continued employmentThis
