The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, bargaining unit position.

Responsibilities

This position is not eligible for permanent remote telework.

Performs complex comparative analytical studies in support of the FMD (Financial Management Directorate) mission. Conducts analysis of statistical data and comprehensive evaluations and data analytics of ongoing operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. This includes development of complex budget related data-gathering techniques to capture historically difficult to quantify, complex and obscure data and trends; and assists FMD staff and contractors in implementing data systems to gather and analyze such data.

Identifies and utilizes efficient methods, best practices, analysis techniques, and tools to capture relevant financial data relating to FMD and overall Library practices and to forecast underlying patterns and trends that include evolving technologies and other factors and related issues. Performs or guides others in data entry tasks when needed or required. Supports the capture, reporting, and analysis of statistical data related to FMD operations. Analyzes emerging technology that could he leveraged in support of the business processes and information systems used by FMD which include Library of Congress systems and external systems.

Using data-based analysis methods, assesses program effectiveness of complex financial management processes and systems encompassing difficult and diverse functions or issues affecting critical aspects of the major programs of LCSG. The scope of the assessments may encompass large portions of the entirety of programs, or they may be limited to narrow aspects of same.

Communicates to the Director, FMD and other managers when adjustments or changes in objectives or shifts in priorities have occurred. Recommends data-based assessment plans and/or research methodologies that include guidance on the data to be collected and analyzed and the performance targets to be met.

Consults with all levels of management and staff inside and outside of the service unit. Works closely with the Director of FMD, managers and staff to ensure concerns are met. Conducts briefings and presentations to managers and staff inside and outside the Library regarding data matters.

Develops and maintains relationships with internal and external entities. Stays current on issues, practices, and trends in data analysis as it relates to service unit goals and activities.

Independently drafts memos, correspondence, reports, presentation materials and other complex analytical documents that include narrative text, graphs, charts, tables, and other visual representations of data and analysis. Coordinates with or leads others to integrate statistical analysis and findings into reports and other public presentation documents.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
