Responsibilities

Primary responsibilities include projects such as the application and adaptation of new and improved approaches to the design, development, and implementation of testing, quality assurance configuration, installation, integration, maintenance, and/or management of networked and cloud systems used for the transmission of information in voice and data formats. Additionally, the incumbent provides diagnosis and resolution of network service problems and issues. The Information Technology Specialist executes multi-year plans utilizing cutting-edge cloud and security technologies and develops new policies or makes significant changes to existing policies. The incumbent is responsible for developing, maintaining, and implementing IT security requirements to meet current and evolving IT security requirements under FISMA. The position reports to the Chief Information Officer (CIO) and is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).

The work of this position requires ensuring the integration of IT programs and services; developing solutions to integration/interoperability issues; designing, developing, and managing IT security systems that meet current and future business requirements, and applying or extending, enhancing, or optimizing the existing architecture; completing assigned projects; communicating complex technical requirements to non-technical personnel; and preparing and presenting briefings to senior management officials on complex/controversial issues. Such work assignments include leading IT data management projects from design to support; evaluating the effectiveness of installed systems and services; and providing advice on and devising solutions to a wide range of IT issues. Specific assignment areas include responsibilities as follows:
  • Provides technical guidance to resolve complex issues and problems related to EAC IT systems, enterprise architecture planning and implementation, IT security planning and implementation, and legislative compliance as they affect EAC's mission objectives through application of information technology.
  • Manages a complex infrastructure including: establishing routing schema; establishing security practices; developing contingency and recovery plans; maintaining directory services; managing domain name services; providing intranet and internet gateways; and coordinating other actions to ensure the implementation of infrastructure that supports mission requirements.
  • Coordinates and implements all IT security program requirements and policies to assure proper protection of IT in compliance with FISMA and all other subsequent IT security legislation and OMB implementing regulations.
  • Develops contingency plans to ensure continuous availability and accessibility of data resources in the event of emergencies.
  • Manages the design of network architectures, including: evaluating and defining infrastructure requirements; selecting hardware and software components; assembling installation teams; coordinating implementation planning; and overseeing testing and implementation.
  • Ensures EAC's information technology architecture complies with all relevant guidance from the Office of Management and Budget (OMB). Manages the documentation and development of the EAC's IT architecture/infrastructure, and technology portfolio. Establishes and maintains a repository of architectural information.
  • Develops and evaluates long and short-term IT strategic plans including solutions architecture supporting EAC's operational mission.
  • Leads the implementation of major projects such as: consolidating regional networks or facilitating secure communications for remote staff.
  • Establishes and maintains effective working relationships with EAC staff; Commissioners, Inspector General, shared services provider, partners, stakeholders, and others associated with the design, implementation, operation, and maintenance of EAC's IT systems.
  • Updates EAC information technology policies, guidelines, and plans.
  • Performs other duties as assigned.

Assignments may be received either orally or through email notice although most assignments are generated based on ongoing responsibilities of the position. Assignments involving new issues are received with some degree of explanation. Items that are controversial or sensitive in nature are brought to the supervisor's attention. Work is reviewed for overall effectiveness in achieving goals and objectives. Some items, such as financial reports, are reviewed closely for accuracy due to the consequence of error. This position reports to the CIO.

Qualifications

Technical Competencies Required
  • Knowledge of, and skill in applying advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish mission assignments and resolve problems and issues.
  • Proven knowledge and skill in applying, the interrelationships of multiple IT specialties, EAC's IT architecture, new IT developments and applications, emerging technologies and their applications to EAC business processes, IT security concepts, standards, and methods; project management principles, methods, and practices including developing plans and schedules; estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments;
  • Knowledge of computer techniques, requirements, methods, sources, and procedures in the following specialty areas: cloud computing, Zero Trust Architecture, desktop hardware, applications, peripherals, operating systems, communications, and software distribution.
  • Knowledge of computer diagnostic techniques, computer performance measurement tools, help-desk procedures, and computer security policies and procedures used by the EAC.
  • Knowledge of EAC IT policies and procedures to identify, evaluate and recommend technological advancements having a major impact on the mission and objectives of the EAC.
  • Skill in the development and interpretation of policies, procedures, and strategies governing the planning and delivery of services for the EAC; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Skill in applying new developments in the occupation to previously unsolvable problems; and making decisions or recommendations that significantly influence important EAC policies or programs.
  • Mastery of, and skill in applying: network systems management methods including end-to-end systems performance monitoring; cloud architecture and topology, including transmissions protocols, broadcasting, switching, control, and management; and the agency's architecture and available resources sufficient to: plan, design, develop, manage, and enhance highly efficient systems that respond to the agency's business requirements; and efficiently apply available resources.
  • Ability to develop technical specifications and other procurement documentation to include economic analyses in support of the acquisition of hardware and software for the EAC.

Education

Bachelor's or higher degree in a related field is preferred.
