Summary

The position is located in the Management Programs & Policies Division (CG-611), Office of Information Management (CG-61), within the Assistant Commandant for Command, Control, Communications, Computers, and Information Technology (CG-6), Deputy Commandant for Mission Support (DCMS) at Coast Guard Headquarters, St. Elizabeth Campus, Washington, DC.

Duties are performed on-site Mondays and Wednesdays; and conducted via telework Tuesdays, Thursdays, and Fridays.

Responsibilities

The incumbent serves as a military mail expert, responsible for planning, coordinating and conducting the day-to day postal operations for mail movement to and from military Post Offices, and mobile forces, cutters, and other units located throughout the agency. Applies comprehensive knowledge of the laws, policies and regulations that govern military, general mail processing, and distribution to provide the most expedient and cost effective routing, processing and transport of military mail from U.S. military and commercial gateways for all agency Service members and other authorized postal customers.
  • Implement, coordinate, oversee, and advise management on various of aspects of the mail management program.
  • Plan and conduct mail management related studies to improve operational efficiency and identify cost savings.
  • Draft or amend mail program directives, policies, and guidance.
  • Analyze regulations/legislation and report the impact on mail management programs.
  • Develop presentations, training material, communications, and conduct briefings related to mail management.
  • Plan and coordinate the submission of mail related data and requests.
  • Provide technical support and address mail and shipping related inquiries.
  • Conduct trends analysis and develop reports itemizing projected costs of current and future mail programs and activities.

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.
  • The work is primarily sedentary, although some slight physical effort may be required.
  • The completion of mandatory training is required.


Qualifications

Qualifications required:
  • Developing and conducting studies, analyzing, and evaluating proposed changes to the program;
  • Researching and investigating new or improved business and management practices to determine the impact on mail programs;
  • Utilizing Microsoft Office Tools (excel, power point, etc.); and,
  • Advising management and recommending solutions to various problems.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
