Responsibilities

Directs and coordinates intelligence collection operations of special purpose intelligence teams, CBP-wide to produce actionable, strategic, operational, and tactical intelligence products with national and international implications. The intelligence operations are sufficiently important or sensitive that they merit the interest and input from higher level CBP officials, up to and including the CBP Commissioner. The incumbent has wide-reaching decision-making authority within the scope of his/her responsibilities and is responsible for ensuring intelligence programs are accomplished efficiently and effectively to meet goals and objectives of the CBP. The incumbent is responsible for making completely independent decisions and providing expert advice and recommendations that are considered as authoritative.

Effect: Performs intelligence operations and coordination work involving the development and testing of CBP cross-functional and interagency operational strategies, and directs the implementation of resulting policies, programs and operations. Develops strategic approaches, innovations and specific procedures to effectively implement intelligence operations policies and programs. Establishes, recommends, and implements new programs and operations that are consistent with current CBP/DHS requirements

As a second-level supervisor, the incumbent plans and schedules work to be done by the collections unit. The supervisor oversees the work based on priorities, evaluates work performance of subordinates, interviews candidates and makes a recommendation; sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. The incumbent will take disciplinary action when necessary and hear and resolve formal employee complaints and grievances as delegated by management. Cooperates and assists the Equal Employment Opportunity (EEO) Counselor in resolving informal complaints of discrimination. Directs on-the-job training for employees. Stimulates, motivates, and instills a sense of participation among employees to achieve goals.

Qualifications

Qualifications required:
  • Provides management over a workforce engaged in collecting, analyzing, interpreting, evaluating, and disseminating intelligence information and data related to anti-terrorism, terrorists organizations and groups, weapons of mass destruction, alien, contraband and narcotics smuggling and other criminal acts and violations of CBP and related laws.
  • Monitors the work to be accomplished by setting priorities and preparing schedules for completion; ensuring the timely performance of a satisfactory amount and quality of work. Assigns work based on priorities, selective consideration of the difficulty and the requirement of assignments, and the capabilities of employees; reviews work products, accepts, amends, and rejects works. Evaluates performance and identifies developmental and training needs. Hears and resolves minor grievances effects minor disciplinary actions. Recommends promotions, reassignments and details and furthers affirmative action and equal opportunity requirements.
  • Directs the utilization of personnel though sound position management practices and directs the proper utilization of assigned facilities and other resources.
  • Plans and develops branch programs including new IT systems, technical strategies for improving intelligence efforts, and assures their consistent and equitable application. Determines and priorities office goals and areas of program emphasis in conjunction with higher level management.
  • Develops overall program objectives and operational guidelines ensuring that necessary changes are fully integrated and communicated across assigned programs within the immediate office, throughout the Office of Intelligence, across CBP offices and with other federal agencies.
  • Assures that methods are devised to monitor and regulate intelligence efforts in the field to provide national conformity. Ensures that control measures are established to provide necessary management feedback on the quality of intelligence efforts related to the prevention of terrorist attacks and acts of terrorism.
  • Develops national policies and strategies related to intelligence requirement/operations. Recommends the revision or modification of office wide policies, regulations and procedures to reflect current realities. Works with various entities to gain their support and acceptance and understanding of changes in intelligence processes, methods, and requirements based on current situations such as the war on terrorism, illegal entry of aliens contraband, narcotics and weapons of mass destruction into the United States.
  • Ensures that staff coordinates intelligence efforts and share information with other personnel within the Office of Intelligence and the intelligence, enforcement and intelligence communities.
  • In conjunction with higher level management, oversees the development of procedures and strategies for cooperation with Federal and foreign enforcement and intelligence agencies on matters of mutual interests and those requiring integrated intelligence efforts.
  • As directed, may serve as spoke person for the Office of Intelligence at meetings and conferences both within and outside the agency.
  • Keeps the Division Director apprised on significant events, issues, etc.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
