Responsibilities

  • Formulate, plan and justify the budget for one or more funds.
  • Provide appropriate local budget policy and procedures, budget formulation and planning assumptions and format and schedules.
  • Accurately identify requirements shortfalls and trade-offs and prepare appropriate supporting documentation.
  • Review and validate obligations, expenditures and reimbursable orders by reviewing financial documents.
  • Evaluate the effect of cost and program changes on the budget execution process.

Qualifications

In order to qualify, you must meet the general or specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administrative and Management Positions.

SPECIALIZED EXPERIENCE:
GS-05: Three years of general experience, one year of which was equivalent to at least GS-4. General Experience is experience that demonstrates the ability to (a) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (b) plan and organize work; and (c) communicate effectively orally and in writing.
OR
Completion of a full 4-year course of study leading to a bachelor's degree in any field.

GS-07: One year of specialized experience equivalent to at least the GS-05 level in federal service, which equipped the applicant with the knowledge, skill and ability needed to perform the duties of this position. Examples of specialized experience includes: Analyzes and resolves routine problems, assists in preparing reports and briefings, participates in special initiatives, studies and projects. OR
Completion of full year of graduate level education or superior academic achievement.

GS-09: One year of specialized experience equivalent to at least the GS-07 level in federal service, which equipped the applicant with the knowledge, skill and ability needed to perform the duties of this position. Examples of specialized experience includes: Prepares written forms, schedules and reports related to the obligation and expenditures of funds. NOTE: YOUR RESUME MUST SUPPORT THIS STATEMENT
OR
Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

GS-11: One year of specialized experience equivalent to at least the GS-09 level in the Federal service, which provided me with the knowledge, skills, and abilities needed to perform the duties of this position. Examples of specialized experience includes: Perform budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. PhD or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
