Responsibilities
This position is located in the Office of the Assistant Administrator for NextGen, ANG-1; NAS Systems Engineering & Integration Office, ANG-B; Enterprise Safety & Information Security Division, ANG-B3; Enterprise Safety Branch, ANG-B32. The Enterprise Safety branch's responsibilities include ensuring a viable future for air transportation through comprehensive and proactive safety analysis to achieve national and international safety goals; and providing integrated safety strategies that will support strategic investments and development of the NAS by reducing accidents and incidents. The incumbent is a General Engineer in the Enterprise Safety Branch, supporting the FAA's strategic initiative, Risk Based Decision Making (RBDM) and the Integrated Safety Management (ISM) for NextGen.
The incumbent is responsible for planning and executing highly complex and challenging projects for supporting NextGen Safety Management System (SMS), under minimal direction from the Enterprise Safety Manager.
Applies relevant experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to the Safety Risk Management (SRM) discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes for assessing and mitigating safety issues.
Conducts safety assessments and facilitates SRM panels for NextGen projects, which include trials, tests, demonstrations, and prototypes, and provides guidance for developing SRM documents. Supports developing, updating, and maintaining applicable SMS policies and guidance, such as NG 1000.44, NAS Enterprise Safety Handbook (NESH), and Safety Risk Management Guidance for System Acquisitions (SRMGSA).
Interfaces with stakeholders from Aviation Safety (AVS), Air Traffic Organization (ATO), and other Lines of Business (LOB) for assessing and resolving safety issues that may affect multiple domains. Provides technical policy guidance to Office of NextGen (ANG) practitioners and stakeholders for planning and conducting SRM assessments and practices.
Acts as a principal technical specialist or team leader for the development of safety analytics tools, such as Hazard Enterprise Architecture Traceability (HEAT) Tool, for supporting more robust, data-driven, and systematic SRM assessments and practices. Reviews NAS Enterprise Architecture products to ensure FAA's safety activities and milestones are correctly reflected.
Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large-scale work activities within established schedules. Provides policy guidance and instruction to others to solve difficult technical problems and uses discretion to develop new and innovative approaches.
Resolves technical problems without the intervention of management or a more experienced engineer. Develops comprehensive plans, techniques, and policies to address current or anticipated challenges. Works with senior management to solve high-level problems.
Represents ANG as a technical point of contact on projects, programs, and other work activities. Communicates results to personnel of all levels, internally or externally. Coordinates significant technical matters with representatives of external organizations.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13.
