Summary

About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (USACE), Directorate of Civil Works located at the General Accountability Office (GAO) building in Washington. D.C.

Mission: The Civil Works programs include water resource development activities including flood risk management, navigation, recreation, and infrastructure and environmental stewardship. Our mission also includes emergency response.

Responsibilities

  • Serves as the Unites States Army Corps of Engineers (USACE) Senior Program Manager Preparedness of the Flood Control and Coastal Emergencies (FCCE).
  • Serves expert as related to authorities under 33 United States Code 701N (commonly referred as to Public Law (PL) 84-99.
  • Evaluates nationwide programmatic financial policy to ensure funding is provide in accordance with public laws.
  • Incumbent will be responsible for budget development, defense, and execution of FCCE budget submissions. Adjudicates out of cycle budget request from field operations.
  • Coordinates budget authority requirements within Major Subordinate Commands (MSCs), Office of Management and Budget, and Assistant Secretary of Army and Headquarters? leadership.
  • Incumbent will be responsible for developing, managing and conducting training of USACE and other personnel with regards to the budgetary programs within area of responsibility.
  • Serves as the National Emergency Preparedness Program (NEPP) Program Manager, an Operations and Maintenance remaining item.
  • Supports MSC development, defense, and execution of NEPP budget submissions.
  • Conducts research and performs surveys and studies involving complex functions or work processes of the Corps of Engineers.
  • Determines and recommends necessary actions to resolve resource management problems
  • Prepares formal analyses and reports incorporating into briefings to Corps leadership.
  • Maintains and keeps track of the execution of assigned accounts and programs.
  • Administers policy and guidance to (MSCs) and HQ elements to ensure effective management and execution of programs.
  • As the subject matter expert, provides oral and written analysis that tracks funding status, progress, trends and best practices to defend responses to customers, stakeholders and senior leadership.


Travel Required

Occasional travel - Temporary Duty (TDY) or business travel may be required 10% of the time to discuss program direction and policy related to major national Civil Works issues.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serving as expert and program manager in providing policy, guidance, procedures, mission and natural disaster preparedness and emergency management programs, such as Flood Control and Coastal Emergencies (FCCE) and National Emergency Preparedness Program (NEPP); developing, defending and overseeing the Civil Works budget to justify financial resources essential to execute mission requirements; assessing, analyzing, evaluating, and coordinating funding, authorizations and appropriations requirements for studies, flood response operations, emergency management, readiness and improving organization performance and operations; and communicating to persuade, justify, support, defend, and advocate for organization, administration policies, Civil Works Budget, authorizations, appropriations and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
