Summary

Position will work remotely. The position serves as a Staffing Program Managerwithin the Office of Human Resources and Professional Development (HRPD), Special Agent/IOI Recruitment & Hiring Division (SAIOIRHD) and serves as a key advisor to the Division Chief, SAIOIRHD and Deputy Division Chief, SAIOIRHD concerning full range of recruitment and placement activities; monitor staffing operations to ensure compliance with regulations and analyze and investigate adverse quality trends.

Responsibilities

  • Provide guidance and broad direction on program execution, evaluate the efficiency, effectiveness and compliance of the Staffing and Recruitment program, and promote a culture of continuous improvement.
  • Implements actions aligned to the accomplishment of goals and objectives in the ATF Strategic Plan, HRPD Operating Plan and the Human Capital Operating Plan (HCOP).
  • Evaluating and improving the effectiveness and efficiency of the staffing and recruitment program, operations, and customer satisfaction.
  • He/she has expert knowledge of staffing and recruitment policies, HR processes, and traditional HR operations.
  • leading workforce and succession planning efforts with SAIOIRHD top leaders and support broader HRPD leadership efforts.
  • Working closely with HRPD leaders to encourage ATF submissions of annual recruitment plans. Leading SAIOIRHD efforts to perform skills assessments and to develop effective division training plans on current staffing and recruitment trends, analysis, and production metrics for all assigned SAIOIRHD programs.
  • Developing internal policies, procedures, and training for SAIOIRHD staff, other HR practitioners and customers.
  • Work closely with the HRPD Policy and Accountability Division to ensure an efficient, effective, and legally compliant staffing and recruitment program.

Qualifications

To qualify, candidates must also have at least one year of specialized experience equivalent to the GS-13 grade level.

Specialized experience: Providing comprehensive management advisory and technical services regarding Federal Human Resources staffing and recruitment operations. Leading, or managing a federal civilian HR program area which includes Delegated Examining Authority and Merit Promotion Programs. Monitoring staffing operations to prevent deficiencies and verifying adherence to quality plans and requirements to ensure compliance with regulations. Analyzing and investigating adverse quality trends or conditions, presenting findings by way of data reports, and initiating corrective action.
