Responsibilities

As Executive Director, Trade Policy and Programs, you will provide national strategic direction to facilitate legitimate trade. You will be responsible for directing key programs related to Textiles/Apparel and Quota Merchandise, Intellectual Property Rights and Prohibited Merchandise, Revenue and Antidumping/Countervailing Duty, Emerging Trade Risks, Other Government Agency Requirements, National Account Managers, and Import Self-Assessment.

You will provide leadership and direction for the development, coordination, and implementation of trade initiatives in support of U.S. Customs and Border Protection's (CBP) mission. You will serve as a senior advisor to the Executive Assistant Commissioner, Trade, on trade issues and strategies. You will advise and consult with Executive Assistant Commissioners to identify program goals and priorities and translate them into long and short-range strategic objectives that will ensure effective support of the CBP mission.

You will direct and manage resources and systems to fully implement a comprehensive multi-year plan to develop the national strategic plan for trade facilitation and compliance policy. You will direct and oversee free trade and other international trade negotiations that promote free trade and facilitation, as well as international cooperation to address policy matters related to mutual enforcement concerns. You will direct and manage resources and activities dedicated to the development and implementation of the National Trade Strategy, Free Trade, and other International Trade negotiations; cooperation with other U.S. Government agencies; and Partnerships for Trade Compliance.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Expert knowledge of Federal laws, rules, regulations, policies, and programs related to trade compliance and facilitation.

Additional information

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement is required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Overnight travel may be required on a regular and recurring basis.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 10 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A security clearance will be required upon appointment.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your résumé will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check. The U.S. Customs and Border Protection Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority. Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
