Responsibilities

The working title for this position is Administrative Management Specialist. As a Administrative Management Specialist, you will perform the following duties:
  • Plan overall procurement program to meet management objectives for the National Weather Service (NWS) Logistics Management Branch programs, responsible for conducting in-depth analysis of requirements upon request and assisting in the establishment of procurement program goals and procedures.
  • Review and prepare all procurement actions for signature authority for the NWS Logistics Management Branch programs in the areas of simplified acquisition, contracting, telecommunications, utilities, leases, printing/publications and memorandum of understanding (MOUs)/Implementation Agreement (IAs).
  • Develop and maintain a property management program for reproduction and small purchase Equipment, including analyzing maintenance/repair frequency and cost, recommending action of equipment disposal or replacement to senior management, and coordinating with the designated National Oceanic Atmospheric Administration (NOAA) reproduction representative for approvals.

These duties are described at the full performance level GS-11, the GS-9 is developmental leading to such performance.

Travel Required

Occasional travel - Up to 5% of domestic travel may be required. Occasional visits to field sites, regional offices, other Government agencies, and private industry as required.

GS-09 Only: This position requires a Low Risk Security Clearance.

GS-11 Only: This position requires a Public Trust (Moderate Risk) Security Clearance.

GS-11 Only: CONDITIONS OF EMPLOYMENT: This position requires the filing of an annual financial disclosure form (OGE-450). If selected, required to complete OGE Form 450 financial disclosure.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: There is no positive education requirement for this position.

To qualify at the GS-09 level:

SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following:
  • Assisting with the preparation of procurement actions;
  • Utilizing a procurement tracking system; and
  • Assisting with the administration and tracking of an organization's personal property.

OR

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

OR

COMBINATION: A combination of education and experience as described above.

NOTE: Only education in excess of one year is qualifying at this level.

To qualify at the GS-11 level:

SPECIALIZED EXPERIENCE: Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Preparing and reviewing procurement actions;
  • Maintaining a procurement tracking system; and
  • Coordinating an organization's personal property program, such as participating in property acquisition and disposal, monitoring inventory, and recording property transactions.

OR

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

COMBINATION: A combination of education and experience as described above.

NOTE: Only education in excess of two years is qualifying at this level.

CTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.     How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
