Summary

This position is located in the Office of the Inspector General (OIG), Smithsonian Institution (SI). Serves as an auditor of major segments of individual audits of Smithsonian Institution operations where he or she is responsible for conducting field work, reporting results, and making recommendations for improvements.

Responsibilities

As Auditor (Performance) with Office of Inspector General, the incumbent will perform the following:
  • Under the limited supervision of an auditor-in-charge, performs major segments of highly complex individual audits where she/he is responsible for conducting, managing, reporting and making recommendations in connection with audits of Smithsonian operations.
  • Reviews records, reports, statistics, correspondence files, methods, procedures, internal evaluation and audit reports, as well as systems, such as accounting, personnel, procurement or grants.
  • Prepares and conducts oral briefings on the results of evaluations to top-level officials within and outside the OIG.
  • Develops findings and recommendations for inclusion in audit reports that are submitted to Congress, interested officials, the Under Secretaries, the Secretary, the Board of Regents' Audit and Review Committee, and the public.
  • Recommends program areas that should be evaluated, drafts suggested plans, objectives, scope, and techniques for those evaluations.

You must meet these Basic Education Requirements:

Basic Requirements for Performance Auditors

  • Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

    or
  • Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

    In addition to the Basic Requirements above you must have the following:

    EXPERIENCE

    GS-09: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-7 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as GS-7 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as reviewing business documents such as invoices, bank statements, and payment vouchers for compliance with policies, laws, or other criteria.

    2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree


    GS-11: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-9 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as GS-9 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as serving as an auditor and conducting field work, reporting results, and making recommendations for improvements.

    OR

    3 years of progressively higher level graduate education leading to a Ph.D. degree

    or

    Ph.D. or equivalent doctoral degree

    Completion of graduate level education in the amounts shown in the table, in addition to meeting the basic requirements, is qualifying for positions at grades GS-7 through GS-11, and GS-12 research positions if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

This specialized experience is defined as GS-11 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as planning and executing major segments of highly-complex complex individual audits, helping to identify areas that should be examined, and making presentations to top-level management.
