Summary

This position is in Audit Resolution and Compliance (ARC) within Federal Employee Insurance Operations (FEIO), in Healthcare and Insurance (HI), OPM. ARC is an agent of FEIO's Contracting Office, managing the audit resolution process and helping to ensure contract compliance. You will provide operational and technical support and expertise, performing broad analytical, research and project management duties that impact HI's benefit program administration.

Responsibilities

  • Develop, interpret, and apply program and contracting requirements as they relate to the administration of Federal insurance programs.
  • Partner with various stakeholders to prepare, update, circulate and validate a variety of recurring and ad hoc reporting requirements.
  • Maintain appropriate records and timelines to facilitate timely, accurate, task completion of future activities.
  • Represent ARC, FEIO and/or HI, incumbent has primary responsibility for tracking, stakeholder coordination, data gathering, compilation, reporting, review and presentation of required reports.
  • Lead negotiations to gain consensus and facilitating resolution across a diverse set of stakeholders.
  • Prepare position papers, technical memoranda, and procedural guidance documents on program matters that may have a substantial impact on federal insurance program operations.
  • Train, coach and guide in work that supports ARC?s mission, vision and values.
  • Function as a project participant or lead, developing strategy for improving existing process, and methodologies between ARC and others.
  • Reviewing and evaluating reports, spreadsheets and submissions by insurance carriers or other stakeholders.
  • Initiating and developing oral and written updates and responses to various stakeholders on audit findings and resolution issues in meetings, conferences and settlement negotiations.
  • Performance of assignments that include managing multiple competing priorities and creating project plans, corrective action plans, or resolution paths to complete assignments in a timely manner.

Qualifications

For the GS-14: You must have one year one year of specialized experience at the GS-13 grade level (or equivalent) in the Federal Service that demonstrates all of the following:
  • Tracking, compiling, analyzing, reporting, and presenting data for various required reports such as Agency Financial Report, Improper Payments, Internal Controls or other similar reports.
  • Researching legal and contractual or complicated issues and providing an assessment and recommended approaches based on the implications and financial impacts of findings and resolution options.
  • Leading projects or teams of broad, programmatic scope or significant impact.
  • Demonstrated knowledge of employee health benefits programs (health, dental, vision, life, flexible spending etc.).
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
