Serves as Chief of Staff, and trusted advisor to the Under Secretary for Intelligence and Analysis (U/SIA) and the Principal Deputy Under Secretary for Intelligence and Analysis (PDUSIA) taking such actions as required in evaluating and enhancing the effectiveness of the organization.

Responsibilities

The incumbent serves as the Chief of Staff (COS) and trusted advisor to the Under Secretary and the Principal Deputy Under Secretary taking such actions as required in evaluating and enhancing the effectiveness of I&A. Manages the Office through his/her supervision of key staff members including the Deputy Chief of Staff, and Policy Advisors, Special Assistants and the Executive Assistant to the Under Secretary. He/she also coordinates other office support activities-such as Office of General Counsel, Office of Legislative Affairs, Office of Public Affairs-to ensure these activities are aligned in support of the Office and the activities of the Under Secretary and Principal Deputy. In addition, the COS oversees the day-to-day management of the direct administrative support to the Under Secretary and Principal Deputy ensuring they have the information and resources necessary to support their activities. The COS reports directly to the Under Secretary and Principal Deputy.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Typically, experience of this nature will have been gained at or above the GS -14 /15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as: directing the work of an organizational unit; ensuring the success of one or more specific major programs or projects; monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

Mandatory Technical Qualifications - You will be evaluated on the following Technical Qualifications:

TQ1: Demonstrated skill in the management of complex and variable programs such as finance/budget, human capital, security, facilities, logistics, property accountability, acquisition, privacy/civil liberties/civil rights complaints and executive secretariat activities in a large, diverse organization.

TQ2: Ability to advise the Under Secretary and executive staff on a wide variety of issues ensuring that they have the necessary information to support their activities.

TQ3: Demonstrated experience leading large scale organization change (with effective proven background in change management preferred).

FAILURE TO MEET OR FULLY ADDRESS EACH MANDATORY EXECUTIVE CORE AND TECHNICAL QUALIFICATIONS IN THE RESUME WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The executive panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Executive Panel will rate and rank your resume against each mandatory technical qualifications and mandatory executive core qualifications to determine the best qualified candidates.
