About the Position: The Intel Systems Enabler (IS-E) SW Engineering Domain Branch is responsible for providing Software Engineering expertise to include development of software products and modules that are part of a System of Record in the Intelligence Domain.

  • Manage and Oversee multiple software products and baselines: multi-enclave (NIPR, SIPR, JWICS, NSA) in Post Production Software Support (PPSS).
  • Manage Cost, Schedule, Performance, Risks, and Opportunities for these systems to provide critical intelligence analysis capabilities across all Army echelons.
  • Lead, establish program objectives and performance goals; coordinate, plan and adjust diverse and technically complex sustainment support activities for software systems.
  • Serves as the lead subject matter expertise in the Software Engineering discipline/specialization. Work with all Leads (Team, Project and Technical) to establish and de-conflict priority of technical task and duplication of work.
  • Maintain Software Release Plans and Schedules. Report project status, schedule and changes. Coordinate across the engineering disciplines to execute and achieve software sustainment intelligence mission requirement.
  • Responsible for distributing/communicating status, schedules and priorities information to leadership, staff and stakeholders.
  • Prepares and gives presentations (written/oral) at upper management, peer Command organizations, and customer management levels, on complex technical and programmatic matters related to the sustainment activities.
  • Responsible for providing relevant information. Reviews and provides input concerning Project License status and expiration date and status.
  • Identify knowledge gaps, future initiatives and recommend training and technical solutions. Institute innovation and process improvement to the technical processes of the team.
  • Identify efficiency and Innovation Opportunities, related to the infrastructure, processes and practices, to support continuous improvement to the software baseline and organization.
  • Work with leadership to identify Resource needs (personnel, equipment, training) etc. Develop strategies to accomplish branch and division LOEs to meet organization and program goals.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

Specialized experience is defined as: One year of experience equivalent to the DE-02 (GS-11 equivalent) grade level/band in the Federal service which includes 1) Leading team efforts in program planning and execution of hardware/software integration and information management systems; 2) Assisting in planning, managing, and monitoring the activities, policies and IT infrastructure services; 3) Experience with the DevSecOps and Agile Methodologies; 4) Developing new or maintaining current, software systems using a controlled Development Environment (i.e. SE2/JIRA/Confluence); and 5) Experience working with or familiarity with a Software Release Process.
