Responsibilities

  • Serves as a senior IT Specialist within the Chief Information Officer/G-6, US Army Corps of Engineers (USACE). Provides expert technical, guidance and advice to subordinates within the organization
  • Provides Portfolio oversight for Program and Project Management (all phases of the project management lifecycle).
  • Oversees management of all assigned projects and including the development and review of Business Case Analysis, Business Requirements, Project Charters, Cost estimates and all associated project artifacts.
  • Provides input to the planning, programming and budgeting of the program and projects, with particular oversight for the resource requirements.
  • Makes periodic and comprehensive assessment and evaluation of program goals and objectives, which will provide a basis for long range planning to enhance the organization's management capabilities
  • Provides expertise in the monitoring and evaluation of contractor activities on contracts covering systems to include oversight of detailed planning design, development, programming, testing, documentation, training and implementation of IT systems.
  • Acts as a Contracting Officer Representative (COR) and or a Contracting Officer Technical Representative (COTR) and conducts surveillance activities on various assigned IT project related contracts and contractors.
  • Observes personnel, supplies, equipment and facilities to ensure services and activities are carried out within acceptable levels in terms of security, quality, timeliness, customer satisfaction, completeness, regulatory compliance.
  • Provides direction, instructions, guidance and technical oversight to the contracted staff.
  • Assigns work based on priorities, requirements, and capabilities; reviews work for timeliness, thoroughness and technical quality.
  • Formulates life cycle cost of IT resources and anticipated enhancements/upgrades.
  • Develops policy positions consistent with the implementation of USACE?s mission.
  • Leads policy strategy discussions, providing insight to leadership and recommendations on policy positions.
  • Collaborates with internal and external stakeholders to evaluate new and existing products/investments to ensure they reflect the business policies, values and procedures of USACE.


Travel Required

Occasional travel - Temporary Duty (TDY) or business travel is required less than 20% of the time to justify, negotiate, or defend controversial or significant matters related to the IT program and provide professional recommendations and opinions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is an Army Acquisition, Technology, and Logistics Workforce position. The employee must meet Department of Defense Instructions (DoDI) 5000.66 requirements applicable to the duties of the position.

Basic Requirement for the Information Technology (IT) Program Manager (Policy and Planning (PLCYPLN):

Specialized and Other Experience: One year of specialized experience which includes: serving as Lead/Senior IT program and portfolio manager in developing and interpreting policies, programs, strategies, IT investment management and procedures governing the planning and delivery of products and services; providing technical advice, consultation, guidance, direction and oversight in software analysis, design, applications, IT architecture, IT security, project/program management principles, emerging technologies and design for development and implementation; estimating and developing resource and cost requirements to support organization funding requirements; and representing the organization on IT issues, problems, resolutions, recommendations and to gain, persuade and influence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
