Responsibilities

  • The incumbent of this position plans, designs, develops and evaluates training programs administered by SSA using cutting edge, innovative technology and training techniques for a multigenerational workforce that captures the learning and working
  • [CONT] styles of customers nationwide. The incumbent is versed in distance learning and eLearning platforms that deliver interactive trainings.
  • Develops and conducts training needs surveys, analyzes results, assists in identifying additional training needs and develops necessary training to meet those needs.
  • Evaluates training and trainees to determine course effectiveness, and revises programs and course materials based on evaluation results.
  • Provides periodic reports on course status and program effectiveness.
  • Assists in the preparation of instructions and procedures necessary to implement new/revised OSLWD policies and guidelines, e.g., planning documents, intercomponent workgroup guidelines, etc.
  • Serves as an instructor, coordinator, or facilitator for major training projects to ensure effective and efficient delivery using cutting-edge technology that is self-directed to the extent possible, provides technical expertise with regards to the
  • [CONT] training implications of proposed laws, regulations and personnel. Communicates training and employee development policies to program management staffs and key officials of SSA.

Qualifications

To qualify for the GS-12, the applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must be in one or more functional specialties (e.g., human resource development, workforce development, training content creation, training instruction/facilitation, instructional design) which includes extensive knowledge required to plan and administer training, human resource development, or workforce development activities and the ability to apply federal rules, regulations, and procedures. Experience should also include gathering, maintaining, and analyzing data related to human resource development, workforce development, training, and relevant policies; preparing documents and reports; and providing assistance to management

Your application will be evaluated under the Category Rating method, based on your responses to the Assessment Questions. If you meet the basic requirements for the position, your application will be evaluated and placed into one of three categories:

1 - Qualified Category - Candidates who meet the Minimum Qualification Requirements.
2 - Well Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a satisfactory level of the knowledge, skills, and abilities necessary to perform the duties of the position.
3 - Best Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a high level of the knowledge, skills, and abilities necessary to perform the duties of the position.

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated.
