The Foreign Compliance Manager provides compliance support to the Chenega Strategic Business Units ("SBUs") under the supervision of the Chief Compliance Officer. The Foreign Compliance Manager shall coordinate with the various SBUs the Legal Department, the Tax Department and third-party service providers to ensure that any and all activities of the SBUs outside the continental United States ("OCONUS") comply with the laws of foreign nations, including, but not limited to, obtaining in-country sponsorship, registration of a branch, creation of a subsidiary, business licenses, foreign taxation and immigration. In addition, the Foreign Compliance Manage r shall oversee and maintain Chenega's Foreign Vendor Approval Process in accordance with the U.S. Foreign Corrupt Practices Act ("FCPA")

  • Coordinate with SBU Business Development and Contract teams in order to identify, track and monitor foreign contract opportunities during the various stages of pre-bid identification, bid process, post-contract award, etc.
  • Synchronize timing with the Chenega Legal Department during the pre-bid time period for preliminary research on potential OCONUS country compliance requirements prior to engaging third-party service providers
  • Identify, and establish contact with in-country, foreign, third-party service providers for both taxation and legal compliance in advance of a contract award
  • Work with SBUs to create a timeline and tracking system to ensure foreign compliance is completed on OCONUS opportunities prior to contract start date
  • Create a regular reporting and tracking system to identify all OCONUS locations where SBUs have active contract work through sponsorship, treaty exemption, branches and/or subsidiariesto include the status of application and registration submissions, registration expiration dates, and any renewal suspense dates
  • Run weekly/bi-weekly/monthly status meetings with the SBUs and Legal Department to track progress and status of foreign compliance
  • Manage the Foreign Corrupt Practices Act compliance program under the supervision of the Chief Compliance Officer
  • Monitor and direct the SBUs' compliance and tracking of on-boarding OCONUS vendors in the Venminder and Chenega systems to maintain accurate and reasonably detailed records in compliance with the Chenega Global Anti-Corruption Policy
  • Drafting and reviewing various documentation and facilitating various communications, approvals and authenticated documentation required for OCONUS opportunities
  • Assist in the review of any documentation provided by OCONUS third-party vendors
  • Provide regular status reports and arrange meetings with the Chief Compliance Officer
  • Other duties as assigned

  • Bachelor's degree from an accredited university
  • At least five (5) years' experience in a corporate (in-house) environment, law office, or a combination thereof on foreign compliance matters
  • Experience includes drafting/editing documents and correspondence
  • Experience in the support of Attorneys and/or in-house Compliance Departments is preferred

Knowledge, Skills and Abilities:
  • Excellent computer skills, including Microsoft Office (Word, Excel, PowerPoint) and SharePoint
  • Professional and effective communications through email, telephone and in-person meetings with internal and external business contacts
  • Ability to maintain confidentiality of Legal Department matters, as well as other information learned by virtue of this position
  • Self-initiation on assignments and ability to work independently within broadly defined objectives, being able to perform job functions with minimal supervision
  • Ability to effectively organize, prioritize, and meet deadlines for multiple, simultaneous projects
  • Ability to accurately draft, edit and proofread documents/correspondence
  • Ability to summarize information clearly and concisely
  • Demonstrated ability to successfully work as part of a team
  • Required to adhere to Chenega Corporation mandate that all employees must be fully vaccinated to COVID-19 by December 8, 2021.
