The Alaka`ina Foundation Family of Companies (FOCs) is looking for a Program Manager to facilitate efficient operations of an Army Research contract in Aberdeen Proving Ground, Maryland. The PM will provide project management professional (PMP) level expertise and oversight of personnel in a range of service areas: Administrative, Financial Management, Laborer, and Graphic Support. This position will be located in Aberdeen Proving Ground (APG), Maryland.DUTIES INCLUDE:Supervises daily operation of the contract and Contractor employees.Coordinates with Contracting Officer's Representative (COR) concerning all matters of work accomplishments, priorities, and procedures.Instructs Contractor employees on tasks and job techniques.Ensures compliance with established Contractor procedures and instructions as supplemented by Government standards as identified in this PWS.Attends staff and organizational meetings to maintain familiarity with ARL formats, specifications, and quality requirements required by ARL.Answers questions on procedures, policies, and directives of all aspects of the contract and its support to ARL.Ensures classified and other privileged information is organized and protected in accordance with (IAW) AR 380-5.Manages daily affairs in a technical environment.Other duties as assigned.REQUIRED SKILLS AND EXPERIENCE:(Mandatory) Must have sufficient business acumen to work with world class scientists and engineers.(Mandatory) A minimum of ten (10) years of supervisory experience providing supervision, direction, and control of Contractor personnel performing in the following labor categories: Accounting Clerks; Administrative Specialists; Drivers; Editorial Technicians; Financial Specialists; Lead Warehouse Specialists; Librarians; Library Aids; Library Technicians; Messengers; Outreach Program Coordinator Technicians; Project Coordinator Technicians; Publications Editors; Publications Technicians; Security Clerks; Security Program Technicians; Security Technicians; Supply Technician/Drivers; Supply Technicians; and Warehouse Specialists.(Optional) Experience working with the Department of Defense and the complex administrative and operational requirements associated with appropriately supervising contractor personnel mixed with Government personnel.REQUIRED EDUCATION/CERTIFICATIONS:(Mandatory) At a minimum, a Bachelor's degree from an accredited school. Accredited schools are those reported to the US Department of Education and maintained within the Secretary of Education's database.(Optional) An active Program Management Institute - Project Management Professional (PMP) certification; a Defense Acquisition University (DAU) DAWIA Level III certification in Program Management; a Master of Business Administration (MBA) /Master of Science (MS); or a graduate certificate in Program or Project Management (PMI accredited) with nine (9) graduate credit hours; or Project Management experience with 35 hours of project management education.CITIZENSHIP:All employees supporting this contract must be US citizens.(Mandatory) Active Secret security clearance.The Alaka`ina Foundation Family of Companies (FOCs) is a fast-growing government service provider.
