Our employees are not only part of history, they're making history.Northrop Grumman's Space is seeking a Program Manager for the Generate and Receive Accurate Signal Pulses (GRASP) contract. This is an ongoing, operations and maintenance contract.The position is located at a government facility in Stafford, Virginia.The scope of work includes:- Operate and maintain customer provided local and remote signal generation and antenna systems to support calibration and on-station checkout of customer systems- Provide local and fly away maintenance support for a wide array of large and small antenna systems- Integrated Logistics support and warehouse management- Configuration Management of customer's enterprise baseline- Network and System Administration support- Provide system engineering services for software and hardware systems- 24/7 Operations Center and help desk- Operate in a badgeless work environment where you and staff operate within a customer enterpriseThe Program Manager will:- Be responsible for the cost an d technical performance of the project and direct all phases of the project from requirements through sustainment and training.- Lead and manage a diverse team and a wide variety of activities, from engineering to logistics.- Manage all GRASP program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.- Provide day-to-day management and integration of schedules, budget, quality, personnel, and risk, including process control, program planning, budget forecasting, staffing coordination, and performance monitoring.- Provide direct customer interface on a daily basis in a Government facility, working side-by-side with customers.- Coordinate across multiple associate contractors and participate as key member of customer's senior staff.- Prepare for timely and accurate reporting at periodic Program Management Reviews to Northrop Grumman management.- Lead and manage the activities of a group of technical staff operating in different geographical locations.- Identify program problems and generate solutions, such as allocation of resources or negotiating changes to contractual specifications.- Pursue new business and expand the product line with the customer.- Manage subcontract activity and ongoing/new work arrangements with internal NG partner organizationsThis management role will require you to complete an assessment as part of the application process. To learn more about our hiring process for manager positions, please view our Selecting the Best Qualified Managers video: /SQMVideo.Basic Qualifications:- Bachelor's degree and a minimum of 14 years of relevant experience including relevant technical fields (hardware, software, systems engineering) and functional management, program management, or leading technical teams on major programs; 12 years with a Masters; 9 years with a PhD. An additional 4 years of relevant experience may be considered in lieu of a degree.- Minimum of 10 years of managerial experience on Government programs- The ability to recognize and respond to customer needs in ways that meet both customer and company objectives- Demonstrated skills/expertise in leadership and management, and in building and maintaining customer relationships, ideally for operations and maintenance programs- Effective communications skills, both verbal and written- Active Top Secret/SCIPreferred Qualifications: Candidates with these desired skills will be given preferential consideration:- Bachelor's Degree in Engineering, Business, or related fields- 5 years of experience managing operations and maintenance activities- Experience managing the operations and maintenance of ground systems involving local and remote antennas- Experience in supporting proposal generation from a program management perspective- Background in space systems- Experience in metrics collection, analysis, and reporting- Experience managing an annual budget of at least $5MSalary Range: 166056 - 249084Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
