Responsibilities

The Budget Division seeks a self-motivated, professional policy analyst to perform a variety of policy analyst duties in support of the financial management of the judiciary. The Budget Division prepares the judiciary's annual budget request to Congress, oversees the execution of the judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on judiciary budgetary issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis, including the development of analytical and policy products which directly improve fiscal responsibility, accountability, and efficiency. The Court Resources and Policy Branch develops and maintains the judiciary's budget policy and procedure documentation, including relevant sections of the Guide to Judiciary Policy and various operating manuals; develops, maintains, and makes available integrated written and online budget resources for judges, court unit executives, and court budget and financial staff; and provides direct budget support and guidance to over 360 federal court units.

The incumbent of this position will occupy a full performance Policy Analyst position in the Budget Division's Court Resources and Policy Branch.

The work of this position includes responding to inquiries, providing advice, and writing policy on a wide range of issues in the field of budget management. The incumbent of this position will create, revise, and edit written materials for program and customer communications, judiciary policies, and other publications. The incumbent, in collaboration with other offices in the AO, will be responsible for ensuring that documents are legally and factually complete, comprehensive, internally consistent, and conform with existing policy.

The incumbent must have excellent research and analytical skills; the ability to write clearly and succinctly; the ability to plan, organize and work effectively under demanding circumstances and time constraints; the ability to identify and resolve problems effectively; the ability to communicate effectively with judges and other judiciary personnel, sometimes on sensitive issues; and the ability to work both independently and as a member of a team.

The incumbent will report to the Chief of the Court Resources and Policy Branch. Duties of this position include, but are not limited to:
  • Authoring, reviewing, and ensuring timely updates of budget policy to the applicable chapters of the Guide to Judiciary Policy;
  • Addressing budget policy and appropriations law inquiries from court units and program offices;
  • Communicating and coordinating with the Finance and Accounting Division, Procurement Management Division, Office of General Counsel, and other program office staff on budget-related policy and legal research and analysis;
  • Drafting and analyzing policy guidance, memos, instructions, and revisions to various budget related publications and materials;
  • Producing and presenting budget policy related informational materials and presentations;
  • Performing other duties as assigned.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have one full year (52 weeks) of specialized experience which is in or directly related to the Major Duties stated for this position. Specialized experience includes ALL of the following: (1) Performing policy analysis, including providing guidance and responding to inquiries on budget policy and appropriations law; and (2) Conducting research and developing documents specifically complying with the requirements of federal appropriations law. This experience MUST be reflected in your resume and narrative responses to the occupational assessment questionnaire.

    Candidate possessing a law degree preferred, but not required.

    Applicants should be knowledgeable about federal appropriations law and the federal budget process and possess strong research, writing, analytical, and customer service skills.
