Summary

This position is located in the Office of Workers' Compensation Programs (WCP), Division of Coal Mine Workers' Compensation Programs (DCMWC), Branch of Fiscal Operations and Technical Support (BFOTS). The mission of DCMWC is to administer benefits payable under the provisions of Title IV, Parts B and C, of the Federal Coal Mine Health and Safety Act of 1969 (the Act), as amended.

This position is inside the bargaining unit.

Responsibilities

Serves as a key technical authority on Black Lung financial management practices and the automated disbursement and collection system. Provides sound advice to DCMWC's managers and supervisors related to the system and its interfaces.

Manages the system's financial operations related to the development, adjudication, maintenance, and transfer of claims under the Black Lung and related Acts.

Designs new and changing system and program environments as the results of new regulations, policies, and standards. This includes conceiving new approaches to existing programs and resolving financial issues where laws and regulations are highly interpretive and precedent may be non-existent, obscure or conflicting.

Serves as a critical team member in the development and implementation of the next generation interface with all OWCP master automated systems.

Manages the audit function for Black Lung financial operations nationwide. Develops new audit approaches where no precedent exists, and targets audits at highly controversial problems.

Provides regulatory and technical guidance, advice and oversight, to staff in financial management related matters. Provides management with financial data, reports and analyses that are used for the program's operational and Government Performance and Results Act (GPRA) goals; the development of strategic plans, work plans, and/or annual performance plans; staffing allocation; budget justifications; and/or program performance and evaluation assessments.

Develops operating procedures for the Branch, ensuring there is complete process and document management support for improvements.

Applies a wide-range of financial management analytical and evaluative methods in order review a wide array of OWCP Black Lung financial transactions.

Serves as the backup responsible for all certification and re-certification of users requiring access to the Treasury Applications.

Develops work procedures and specific section assignments for the Branch Chief to accept and disburse Black Lung benefits funds.

Reviews all proposed program procedures to assure compliance with the Debt Collection Act.

Creates data, automated reports, technical support, and financial analysis for all fiscal audits of the Black Lung program.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service.

Specialized experience must include all of the following:
  • experience in managing federal receivables
  • analyzing Treasury financial systems, reports and transactions in order to identify gaps;
  • to resolve data discrepancies and conduct audits; and to effectively respond to complex, specific inquiries from stakeholders about complex fiscal matters.
