The incumbent serves as the Supervisory Inspector/Functional Coordinator with responsibility for overseeing and directing OIG/ISP's oversight of foreign assistance programs and activities through inspections of overseas missions and domestic bureaus. The incumbent is also responsible for oversight of overseas contingency operations. They report to the Director of the Policy Implementation Division in OIG/ISP.

The incumbent plans, supervises, and directs complex reviews of foreign assistance initiatives. These projects may include detailed reviews of foreign assistance implementing mechanisms, such as contracts, grants, cooperative agreements, interagency reimbursable agreements, and government-to-government assistance. In addition, the incumbent assesses strategic management of foreign assistance programs, including program design, chief of mission oversight of assistance activities, performance management, and strategic planning. The incumbent oversees the work of 4-8 subordinate staff. The incumbent ensures the work of subordinate staff is consistent with applicable Department and U.S. Agency for Global Media (USAGM) directives, statutes, and regulations and that the work is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation.

-Plans, leads, and conducts inspection work related to a broad range of foreign assistance programs at overseas posts and domestic bureaus and offices, including programs that support international security, humanitarian, global health, and democracy and governance policy priorities. The inspections may involve exceedingly complex, novel, or highly controversial issues.

-Serves as the Office of Inspections' liaison to the Lead Inspector General for Overseas Contingency Operations (LIG-OCO) community. Represents OIG in interagency meetings with the Department of Defense OIG and the U.S. Agency for International Development OIG.

-Plans and organizes information, data, and sources. Assigns lower-graded or other inspectors as appropriate.

-Conducts pre-inspection preparation and all pertinent background reviews.

-Coordinates and conducts interviews with lead Department, USAGM, and other agency officials to gather information, and reviews relevant regulations, directives, and policies. The incumbent may also assist in the preparation of survey questionnaires.

-Conducts onsite inspection activities including onsite interviews, document reviews, physical assessments, and observation of activities.

-Informs team leadership of the inspection's progress, discusses initial findings, and consults on any issues or unusual problems that may arise. Redirects, redefines, broadens, or otherwise adjusts inspection activities to assure proper coverage of problems or issues.

-Assesses findings and supporting data; the problems that have been identified, their cases, their effects on posts' management, and the implications on post's operations; and the corrective actions formulated to rectify the identified deficiencies.

-Prepares clear and succinct draft reports for team leadership. Ensures that draft reports include the most important problems and issues along with sound recommendations for improvements.

-Supports all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintains appropriate records and files. Reviews documentation of other team members as appropriate.

-Prepares and conducts briefings with senior Department and USAGM officials on complex and potentially controversial issues. Develops and maintains effective relationships when representing ISP and OIG in negotiating with Department and USAGM officials for acceptance of the inspection findings and for the resolution of any conflicts.

-Supervises and provides guidance to a diverse work force including Civil Service staff, Foreign Service staff, reemployed annuitants, and contractors. Assigns, reviews, and evaluates work; evaluates and rewards performance; motivates and trains employees; identifies developmental and training needs; gives advice, instructions, or counsel to employees; assesses quality and quantity of work; approves leave; and recommends selection and promotion of personnel.
