Responsibilities

The primary purpose of this position is to manage the planning, estimating, scheduling, tracking, and execution of simple-to complex project work, and the preventive and recurring operational and maintenance activities for the Roads and Grounds Unit of the park. Will share with, participate in, and make recommendations to the Facility Manager in all areas related to the direction and administration of the Roads and Grounds program. These duties provide stewardship of assets, ensuring visitor use and enjoyment, as well as the protection of natural and cultural resources. Duties include:
  • Work as a technical and administrative supervisor over a roads, grounds, and automotive repair operation shop;
  • Serves as first-line supervisor over engineering equipment operator, automotive mechanic, grounds/tree worker, motor vehicle operators and maintenance workers;
  • Develop annual work plans, estimate labor and equipment needs, establish safety guidelines, prepare and track annual budget;
  • Resolve personnel matters, informal and formal complaints, performance management, counseling, disciplinary actions and hiring procedures;
  • Use computers and various computer systems to communicate with employees and coworkers, track purchases, complete performance evaluations, provide training, schedule and coordinate work;
  • Provide technical direction and/or help in accomplishing difficult work steps and processes, observe work in progress to anticipate and resolve problems, coordinate work with other divisions, inspect completed work for quality and work order specifications;
  • Serve as Contracting Officer's Representative (COR) on government construction, supply, and service contracts;
  • Required to obtain and maintain a Virginia Pesticide Commercial Applicators (Not for Hire) Certification;
  • Required to possess and maintain a Class A Commercial Driver's License with no air brakes or transmission restrictions to operate various types of heavy equipment with/without attachments and vehicles up to 80,000 GVW.

POSITION LOCATION: Colonial National Historical Park is located in the Virginia Tidewater Region between the James and York Rivers, and is approximately 3 hours south of Washington, DC. The park, consisting of 8,677 acres, administers two of the most historically significant sites in English North America: Historic Jamestown, the first permanent English settlement in North America in 1607 and Yorktown Battlefield, the final major battle of the American Revolutionary War in 1781. These two sites represent the beginning and end of English colonial America, and are connected by the 23-mile scenic Colonial Parkway. Colonial NHP has a variety of natural resources including extensive wetlands, forest, fields, shorelines and streams, as well as rare, threatened and endangered plants and animals. The nearby cities of Williamsburg, Newport News, and Hampton offer a wide variety of rental units and residences for sale or rent, as well as other municipal services, including schools and colleges.

  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You may also be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You must possess and maintain a current Class A Commercial Driver's License with no Air Brakes or Transmission Restrictions.
  • You will be required to obtain and maintain a Virginia Pesticide Commercial Applicators (Not for Hire) Certification within 18 months of appointment.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to occasionally work on-call, evenings, weekends, holidays, overtime and shift work.
  • Government housing is not available.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to occasionally travel overnight away from home. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You will be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

    Physical Demands and Working Conditions: Work is both sedentary and physical, both indoors and outdoors in all types of weather and extreme temperatures and humidity. May require working in awkward positions to operate heavy equipment. Incumbent must be in good physical condition and possess good coordination and endurance. Must be willing to wear prescribed PPE.
