Summary

This position is located in the Enterprise Architecture Division, Office of the Chief Information Officer, Federal Election Commission (FEC) and will serve as a Senior Information Technology (IT) Specialist, responsible for designing and implementing solution-specific cloud-based technologies.

This is a non-bargaining unit position.

Responsibilities

  • Serves as Technical Lead to design, develop, and deploy software at scale and adheres to the FEC Enterprise Architecture blueprint, latest IT industry best practices, and security guidelines.
  • Provides technical advisory to Deputy CIO and Branch Managers in establishing an overall approach to the development and implementation of cloud architecture and adapting Development Security Operations (DevSecOps) best practices at the FEC.
  • Supports mission-essential systems that are available 24/7.
  • Participates in working groups for the development of program plans; provides technical expertise and guidance to staff and contractors engaged in systems architecture design, testing, and quality assurance activities.
  • Serves as a Project Leader, when required, providing direction for assigned team members.
  • Provides technical consultation on procurement planning, solicitation, and administration of contracts and purchase orders.
  • Serves as Contracting Officer?s Representative (COR) to work closely with the Project and/or Program Managers to oversee the performance of the contract.
  • Stays abreast of state-of-the-art technologies through continued learning and research.

Qualifications

Basic Requirement for the Information Technology Specialist, GS-2210 occupation:
You must have Information Technology (IT) related experience demonstrating each of the following competencies:

1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additional Requirements to qualify for the grade GS-14:
To qualify for the grade GS-14, you must have one full year of specialized experience serving as a senior information technology (IT) specialist in critical cloud architecture and DevSecOps adaption. This experience must be comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in private or public sectors) and include activities such as:
(1) Providing expert technical advice, guidance, and recommendations to management and other IT specialists on critical cloud architecture and DevSecOps adaption.
(2) Providing authoritative advice on implementation requirements to reduce costs and simplify maintenance, and to develop scalable cloud architecture to meet changing business requirements.
(3) Analyzing public cloud providers (such as AWS, Azure or other major vendors) to determine nature of requirements, logical work and information flows, and whether advancements in IT are feasible and should be incorporated.
(4) Designing, developing, and managing systems that meet current and future business requirements, taking into account varied applications, systems, communications and/or information assurance requirements.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Cloud Technical Credibility - Knowledge of cloud technologies and architecture, understands and appropriately applies principles, procedures, requirements, regulations, and policies related to cloud technologies.

DevSecOps Technical Credibility - Knowledge of DevSecOps methodologies. understands and appropriately applies DevSecOps best practice, procedures, and policies.

Project Planning, Evaluating and Management - Sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Communication - Presents information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

Education cannot be substituted for the required specialized experience at this grade level.
