Summary

This position is located in the Division of Administration (DOA), Corporate Services Branch, Facilities Operations Section of the Federal Deposit Insurance Corporation and is responsible for the complex planning, design, construction, installation, operation, preventive maintenance, and repair activities in supporting data centers.

Responsibilities

  • Manages the design and implementation of electrical infrastructure systems and monitors contractors supporting these activities and provides technical support analyses, development, and implementation of strategic and tactical plans in regard to the data center in accordance with established DOA, Division of Information Technology (DIT) and corporate standards, procedures, and best practices.
  • Develops and implements a facility repair plan based on engineering drawings, space plans, and construction documents.
  • Coordinates project schedules with Corporation, IT, and management officials and contract officials.
  • Plans and directs all facility and installation of data center power equipment, cooling apparatus and network cabling that supports those products.
  • Coordinates and implements other critical building equipment (MEP), and systems repairs, upgrades and overhauls based on equipment criticality, manufacture's recommendations, applicable industry standards and available resources.
  • Coordinates all VASQ project priorities regarding construction, maintenance, and repair of structures of electrical systems unique to this facility both data center and normal building systems.
  • Participates in Corporation and DIT analysis meetings, provides recommendations, graphic reports, and presentations are made at senior meetings, addressing audiences internal and external to the FDIC.
  • Serves as principal contracting advisor as program's contractual authority representing .the Corporation or servicing as Team Leader in meetings and discussions with FDIC technical personnel, clients, vendors, and personnel from other Federal agencies.
  • Maintains state of the art data center, support architectures including troubleshooting, operation and preventative maintenance of Mission Critical Facilities and associated equipment components such as stand-by-diesel generators and related fuel systems, three phase electrical systems, switch gear, switch boards, ATSs, UPSs, PDUs, wet & dry cell batteries and associated systems, CRAC units, centrifugal chillers, cooling towers/waters chemical systems, fire detection &suppression systems, air handlers and associated systems, pumps & motors.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS 13 grade level or above in the Federal service. Specialized experience is defined as experience in participating in all phases of contract construction activities from pre-bid to completion, including reviewing plans and specifications covering construction of projects such as facility improvements, alterations, and major repairs; designing, implementation, operations and preventative maintenance of a Mission Critical Facilities and associated electrical, mechanical and life safety equipment components; and serving as contractor oversight/technical advisor to support analyses, development, and implementation of strategic and tactical plans.

  • Knowledge of space planning and design of 20,000 square foot Data Center required by the purchase of IT equipment needing major, electrical, structural and HVAC modifications.
  • Skills in developing, implementing and managing major repairs including multi-year capital improvement plans.
  • Knowledge of industry standards and best practices for heating, ventilation and air conditioning systems; electrical systems; energy management systems; and building control system.
  • Ability to orally communicate organizational needs, decisions, or recommendations to technical personnel, clients, vendors, and personnel from other Federal agencies.
  • Skill in applying procurement regulations and contracting principles, methods, and practices including writing statements of work; producing complete procurement packages including sophisticated pricing arrangements, cost estimates, design specification, scheduling and phasing.
  • Ability to communicate and interact with stakeholders in order to identify business priorities, solve problems and provide a high level of customer service.
  • Ability to support IT infrastructure service implementation and office/building/site moves in an enterprise environment.
  • Knowledge of industry standards and best practices for heating, ventilation and air conditioning systems; electrical systems; energy management systems; and building control systems.
