Summary

This is an opportunity under the Internship Program component of the Pathways Program. The internship provides students enrolled in high schools, colleges, trade schools and other qualifying educational institutions with paid opportunities to work in agencies and explore Federal careers with completing their education. Veteran's preference will be applied in filling positions under the Pathway Program. This is a Student Trainee (Program Analyst).

Responsibilities

The incumbent performs a variety of Program Analysis assignments in support of special or on-going projects in the activity to which assigned. The incumbent applies analytical techniques and information management skills to capture, assemble and disseminate data about assigned projects. In the performance of work assignments, the incumbent conducts analyses, prepares evaluations, coordinates activities, and provides advice to management for one or more of the following areas:

Financial Resources Management
  • Identifies and advises supervisor of the resources required to provide administrative support, including funding, staff and equipment to assigned projects.
  • Administers assigned budget operations by performing continuous analysis of organization use of allocated funds. Analyses and prepares reports of expenditures and projections.
  • Identifies and advises Operations Manager on financial matters such as establishing new accounts, funding special projects, resolving discrepancies, and handling of accounts.
  • Ensures that regulations concerning financial management are adhered to in all areas of responsibility.

Business Process Management
  • Works collaboratively with other team members or project specialists to restructure work processes, standardize procedures, and manage changes across organizations supported.
  • Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organization goals and objectives. Recommends changes, as appropriate to meet short and long-term strategic plans and objectives of the organizations.

Project Management
  • Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects. Examples of assignments include: the impact on internal resources of newly funded program initiatives; making recommendations on the redistribution of resources due to budget cuts; and identifying external resources that may be available to support organizational programs.
  • Performs management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.
  • Collects pertinent statistical data and narrative information from a variety of sources within and outside NSF. Applies various analytical techniques to data management systems in order to identify patterns and trends. Develops tracking and reporting systems to monitor activities to ensure that activities meet established guidelines and schedules.

Qualifications

To qualify at the GS-7 level, you must have at least one year of specialized experience equivalent to the GS-5 in the Federal service. Examples of specialized experience may include: gathering, extracting, evaluating, and consolidating data in the formulation of reports; assisting senior analysts in the preparation of program reports; performing basic research of laws and regulations; and participating as a team member to complete special projects. OR possess 1 full year of graduate level education

OR Superior Academic Achievement - I meet 1 of the following: In the upper one-third of my graduating class; OR a GPA of 3.0 or higher out of 4.0 as recorded on my official transcript, or based on courses completed during my final 2 years

OR a combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-9 level, you must have one year of specialized experience at or equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: conducting analysis of financial matters to determine resources required; using various data management systems to apply analytical techniques to identify patterns and trends, and to track and monitor analytical activities; and assisting in the performance of management studies to evaluate program success and to offer recommendations for improvement;

OR A master's or equivalent graduate degree;

OR 2 full years of progressively higher level graduate education leading to such a degree;

OR possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-11 level, you must have one year of specialized experience at or equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include applying analytical and evaluative methods and techniques to project work assignments involving the effectiveness of administrative support functions and/or program operations;

OR possess a Ph.D. or equivalent doctoral degree;

OR possess 3 full years of progressively higher level graduate education leading to such a degree;

OR possess a combination of post-high school education and experience that together meet the qualification requirements for this position.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicant qualifications will be assessed based on the level of completed education and relevant work experience at the closing date of the announcement. Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score. Your score will determine in which of three categories you will be placed: Excellent, Very Good, or Good. Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category. Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
