This position is located at Departmental Offices,Domestic Finance-Community Development Financial Institutions Fund. As a Program Manager, you will be responsible for developing policies and procedures, directing and managing assigned staff and all aspects of assigned Fund programs.

As a Program Manager, you will:

- Manage the application and award process for assigned area of program responsibility.
- Perform award reviews and provide funding concurrence or recommendations for award justifications based on considerations such as quality, consistency and adherence to policies, procedures and applicable OMB and other Federal regulations.
- Establish, promulgate, or evaluate policies, guidelines, procedures and methodologies that guide the operations, implementation and management of assigned area of program responsibility.
- Make decisions, in both routine and crisis situations, in order to ensure effective day-to-day operations of the business unit as well as the long term success of the Fund.
- Coach, train, and supervise staff in order to ensure consistent, high quality performance and timely responses.

    Qualifications

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience for the GS-15: Specialized Experience: For the GS-15 level, you must have at least one year (52 weeks) of experience at the GS-14 level, or equivalent, which has equipped the candidate with the particular experience, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as the following:

    -Designing and administering programs related to the development of single or multiple family affordable housing; AND
    -Overseeing the work of others in performing program implementation and evaluation work in:
    (A) the financial and management structure, operations and practices of community development finance entities; OR
    (B) the development and execution of policies, procedures, and risk plans for effective implementation of federal awards and grants programs in compliance with federal grants management/compliance policies, laws, regulations and circulars.

    Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-15, you must have been at the GS-14 level for 52 weeks.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    There will be a two-phased process.

    Phase 1: Your application will be evaluated in the following areas: Specialized experience, Technical, Teamwork, and Communication.

    Phase 2: If you have self-certified that you have met the minimum qualification requirements and your assessment scores high enough in Phase 1, you will receive an email containing additional information about Phase 2. If you move on to Phase 2, you will receive instructions for completing narrative response questions. Please be sure to allow sufficient time to complete the questions before the close date of the second announcement. Failure to complete the narrative questions will result in an incomplete application and no further consideration will be given. Your responses will be rated and ranked into categories by a Subject Matter Expert (SME) to determine your level of proficiency.

    Referral: If you are among the top qualified candidates, your application may be referred to a selecting official for consideration. You may be required to participate in a selection interview. We will not reimburse costs related to the interview such as travel to and from the interview site.
