Summary

The Budget Analysis Branch within the Budget Review Division is seeking detailee candidates for the 2023 Budget season. Located within the Executive Office of the President, Office of Management and Budget, Budget Review Division, Budget Analysis Branch. This detail will provide a unique opportunity to work at OMB on timely and relevant policy issues, and interact with analysts across OMB as well as White House and executive agency employees.

The Budget Analysis Branch of the Office of Management and Budget (OMB) is offering a Federal employee the opportunity to gain unique insight into the preparation, compilation, and production of the 2023 President's Budget.

Details at OMB offer a number of benefits: they help give agency employees insight into how OMB does its work (and why); it helps build professional networks across OMB, the executive branch, and the White House; and it gives detailees the opportunity to see policymaking up close and personal in the day-to-day interaction with OMB staff, WH policy offices and the agencies.

The Budget Analysis Branch is a large branch in OMB's Budget Review Division that plays an essential role in understanding the nation's fiscal position. Policy analysts in BAB are engaged in developing the President's Budget and performing related analysis, including participating in development of the economic forecast for the President's Budget, ensuring the accuracy of budget data, and producing the budget database and the Mid-Session Review of the President's Budget. The Budget Analysis Branch also houses the credit crew, which provides technical credit expertise regarding the federal government's credit portfolio (totaling nearly $5 trillion in outstanding federal debt). Policy analysts in BAB also develop and maintain several economic models, including models used to support development of the Budget's economic assumptions, credit subsidy estimates, and long-term fiscal projections, and work with agencies and others in OMB to score the budgetary effects of legislation pursuant to the Pay-As-You-Go Act of 2010.

As a POLICY ANALYST, GS-0301-9/15, your assignments may include:
  • Collaboration with policy experts across OMB and the Federal government on topics including Federal budgeting, economics, healthcare, student loans, revenue, defense, social security, economic assistance programs, and more;
  • Extensive hands-on training on the Federal budgeting process;
  • Engagement with the interagency process used to develop the economic forecast that underlies the President's Budget;
  • Updating data used in deficit projections;
  • Analyzing legislation for budgetary effects pursuant to the Pay-As-You-Go Act of 2010;
  • Using Government-wide systems and tools, such as MAX A-11 Data Entry system and tools to analyze agency data;
  • Generating and editing summary tables for the President's Budget;
  • and assisting in the development of Budget rollout and briefing materials.
These duties require the use of economic, statistical and other quantitative and analytical methods.
Although permanent staff members will provide training and oversight, the detailee should be self-motivated, independent, and comfortable working with large spreadsheets and databases. Successful candidates will be able to quickly grasp complex and unfamiliar concepts, take initiative, and manage multiple tasks. Depending on the timing of budget decisions, the complexities of the issues, and requirements of the production schedule, detailees should be prepared for the possibility that their workload could be unpredictable. Different sets of challenges should be anticipated so flexibility, motivation and personal maturity are critical.

This opportunity is open to any Federal civil service employee, including a Presidential Management Fellow, who is eligible for a detail assignment. This opportunity is also open to employees from non-Federal entities through the Intergovernmental Personnel Act Mobility Program. A background check will be required prior to starting work.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

BASIC REQUIREMENTS: MUST BE A CURRENT FEDERAL EMPLOYEE.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-09: Must currently hold a GS-09 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-11: Must currently hold a GS-11 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-12: Must currently hold a GS-12 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

For the GS-15: Must currently hold a GS-15 grade level or comparable pay band in the Federal service or equivalent experience related to the duties listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
