Summary

As a Program Manager at the GS-0340-14, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for planning, providing oversight, negotiating and directing health insurance contracts for Federal employees, annuitants, and survivors

Responsibilities

  • Recommends specific policy actions, improvements and major operational changes on the basis of actual program management experience.
  • Monitors and manages team accountability, control risk and issues, and assume accountability and ownership.
  • Monitors the execution of insurance programs and systems for delivering benefits such as, enrollment, cost containment, and quality assurance, throughout different organizations (e.g., government partners and customers).
  • Develops requirements to ensure successful implementation and operation.

Qualifications

For the GS 14: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in public or private sectors), which handling various which includes handling various health insurance benefit contract negotiations and performing at least five of the following activities:

1) Leading and supervising a team of people who are responsible for contract oversight and administration;
2) Negotiating benefits with insurance carriers according to Federal and/or Non-Federal rules, regulations, guidance, and initiatives;
3) Analyzing, reviewing, and commenting on issues, processes, and regulations that involve an insurance program;
4) Reviewing and evaluating the effectiveness of program activities and operations in order to develop and implement continuous improvement strategies;
5) Defining long and short--term strategic planning to carry out the organization's mission and activities;
6) Working with health insurance carriers or collaborating with internal oversight offices or other entities to ensure contract compliance or corrective action as appropriate;
7) Serving as a subject matter expert and effectively communicating health benefits laws, regulations, guidance, and policies.

Relocation expenses may not be paid. Current OPM employees may qualify as an exception.
