Responsibilities

The Nurse IV is responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. The Nurse IV must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels.
  • Provides executive input in the strategic planning, budget, mission, operational planning, and policy development for local and network efforts.
  • Utilizes current trends and relevant theories in an analytical framework to design/modify, implement, and measure integrated programs and activities to achieve clinical and administrative goals of the medical center and/or network. Evaluates outcomes against strategic priorities.
  • Demonstrates substantial and continuous responsibility for directing and managing an integrated program.
  • Consultant to medical center staff and greater community in areas of expertise.
  • Demonstrates grade-appropriate, consistent critical thinking skills.
  • Demonstrates leadership in being a key facility leader in helping build and implement patient safety systems and promote the culture of patient safety within the facilities for VA patients in all health care settings.
  • Demonstrates advanced leadership ability by leading/chair unit/work-group teams and hospital/service committees that work to improve patient care. Exhibits leadership in team building, mentoring, interpersonal relationships, and communication.
  • Participates in network initiatives as appropriate and represent the Medical Center on committees, task forces, and VISN councils.
  • Takes appropriate disciplinary actions when employees do not adhere to safe work practices.
  • Acts on behalf of the AD/PNS when requested and/or attends scheduled committee meetings, representing the AD/PNS in discussion and decision making.
  • Manages patient care through supervisors and by coordinating patient care resources.
  • Makes rounds in the clinical area as appropriate, to ensure safe delivery of patient care.

Work Schedule: 7:45 a.m. to 4:30 p.m. (Monday - Friday)

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • RNs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. (SUBMIT ALL TRANSCRIPTS)

RESOURCE UTILIZATION: Designs, modifies, and implements systems compatible with professional standards and with the mission and goals of the organization to improve the cost-effective use of resources.

EDUCATION/CAREER DEVELOPMENT: Develops staff for career progression. Forecasts new knowledge needs for changing practice environments/population groups. Plans, implements, and evaluates strategies to meet those needs.

PERFORMANCE: Implements standards of professional practice and accrediting bodies, and applicable regulations.

COLLABORATION: Demonstrates leadership in developing productive working relationships with groups in other programs, services, academic settings, and community agencies.

COLLEGIALITY: Contributes to the professional growth and development of colleagues and other health care providers at the local, regional, state, or national level.

QUALITY OF CARE: Provides leadership in improving and sustaining the quality and effectiveness of care in diverse or complex programs.

RESEARCH: Collaborates with staff, other disciplines, faculty, and peers in developing, conducting and evaluating research activities and programs.

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
