Responsibilities

  • Ensures that the day-to-day operation of the accounting system or assigned segment is carried out and in accordance with accounting principles and the policies and objectives of the accounting system.
  • Under the direct guidance of a project leader, develops written operational accounting policy and procedures in the form of accounting manual chapters to be incorporated into the SSA Accounting Manual.
  • Assists in evaluating pertinent decisions made by other governmental agencies, such as General Accounting Office, Office of Management and Budget and other SSA components, and determines what impact such decisions will have on accounting operations.
  • Assists in the preparation and analysis of various accounting reports.

Qualifications

MINIMUM QUALIFICATIONS for this GS-07 Accountant position are based on a combination of:
(1) an Individual Occupational Requirement (IOR) for the federal 0510 series AND
(2) Specialized Experience (and/or education in lieu of Specialized Experience)

(1) INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR)
Basic Qualification requirements for this Accountant position are very specific.
You must clearly and specifically support your claims in your resume and upload transcripts and/or other supporting documents at the conclusion of this questionnaire.
Unsupported claims will cause you to lose consideration for this vacancy.

To meet the IOR for this position, you must have one of the following:

A. a bachelor's or higher degree in Accounting.

B. a bachelor's or higher degree in a related field (such as business administration, finance or public administration) which includes or is supplemented by 24 semester hours in accounting (with no more than 6 semester hours in business law).

C. at least 4 years of experience in accounting (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law). Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.

D. at least 4 years of experience in accounting (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND a certificate as a Certified Public Accountant or a Certified Internal Auditor (obtained through written examination). Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.

E. at least 4 years of experience in accounting (or an equivalent combination of experience, college education and training that provided professional accounting knowledge) AND completion of the requirements for a degree that included at least 15 semester hours in accounting or auditing courses, provided that you submit documentation that demonstrates: * (1) you have successfully worked at the full-performance levelin accounting, auditing or a related field, e.g., valuation engineering or financial institution examining; (2) a panel of at least two higher-level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4-year course of study described in A above; AND (3) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training and experience fully meet the specified requirements.*

Experience used to meet this requirement must be in addition to the experience you use to meet the Specialized Experience requirement below.

You must submit documentation that fully supports your claim (even if you already hold an Accountant position).

(2) SPECIALIZED EXPERIENCE: You must have at least 52 weeks of Specialized Experience as described below. This experience must have been gained in a federal position at or above GS-05 OR (if your position/experience is in another federal payscale or outside of federal service) by performing duties at a level equivalent to those performed in a federal position at or above GS-05. This Specialized Experience must have provided you with the specific knowledge, skills and abilities to perform the functions of this GS-07 Accountant position.

SPECIALIZED EXPERIENCE consists of assisting with accounting and audit reviews of financial programs; assisting with oversight tasks related to financial planning and administration of accounting systems; and assisting with testing and monitoring of cash controls.

DUTIES SHOULD INCLUDE using independent judgment and knowledge of accounting procedures and techniques; applying guidelines to diverse types of actions and problems; performing account maintenance; communicating effectively; assisting in reconciling a variety of general ledger accounts; and using an automated system to find, review, or change accounting data in transaction files, ledgers, accounts, summary reports, and financial statements.

Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.

Performance of duties that do not meet the requirements of the Specialized Experience statement (above) will result in a rating of ineligible.

If your experience was gained in a federal position, state the grade and pay scale of that position in your resume, along with the full start- and stop-dates of each position you are using towards meeting the Specialized Experience requirement.

EDUCATION IN LIEU OF SPECIALIZED EXPERIENCE - under certain circumstances, you can use education in lieu of experience to meet the Specialized Experience requirement, but the education must be separate from the education used to meet the IOR. Read the following section carefully to understand how you may be able to use your education to meet both requirements.

You can be credited with meeting the Specialized Experience requirement for this position if you have:

A. a Bachelor's Degree with Superior Academic Achievement (SAA). SAA means your overall GPA was at least 3.0 out of 4.0, you graduated in the top one-third of your class OR you were elected to a National Honor Society).

OR

B. a Bachelor's Degree and one full year of graduate level education.

OR

C. a portion of the full amount of experience and a portion of the full amount of education, which can be combined to meet the full requirement. Only graduate-level education can be considered when combining education and experience.

NOTE -- you must submit a transcript to substantiate claimed education.

Education

This position has an Individual Occupational Requirement (IOR) in addition to the Specialized Experience requirement. These are two separate requirements and both requirements must be met.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR)
All IOR claims should be stated in your resume and must be supported by appropriate documents.

If you are meeting the IOR with a degree in Accounting, submit a copy of the transcript showing you earned that degree.

If you are meeting the IOR with specific credits, highlight the relevant courses to ensure you receive consideration for them.

If you are meeting the IOR with a combination of education and experience (or a certification and experience) that experience must be specifically described in your resume and must be in addition to the experience you use to meet the Specialized Experience requirement. You must also provide a copy of your transcripts and/or certifications.

NOTE: Due to stringent evaluation requirements, do not choose the combination option if you meet any other IOR option. Combining education and experience requires at least 4 years of experience in accounting (or an equivalent combination of experience, college education and training that provided professional
accounting knowledge) and is the most difficult qualification to substantiate. It should only be used if you don't meet any other option and you can fully document it.

EDUCATION IN LIEU OF SPECIALIZED EXPERIENCE:
If you are claiming a Bachelor's Degree with Superior Academic Achievement, submit
-- a transcript showing the GPA OR
-- a transcript and official documentation of your class-ranking OR
-- a transcript and official documentation of your National Honor Society Membership.

If you are claiming at least 1 year of graduate-level education (generally at least 18 graduate-level credits) OR a portion of graduate-level education in combination with a portion of the specialized experience your transcript must show your name, the name of the school, course titles and the number of credits completed.

See below for ways to use your education to meet both requirements.

If you have a Bachelor's Degree in Accounting, you can meet both of these requirements if you can demonstrate Superior Academic Achievement (e.g., the Bachelor's Degree in Accounting meets the IOR; the SAA meets the 'in lieu of specialized experience' requirement).

If you have a Bachelor's Degree in Accounting and a year of graduate level education, you also meet both of these requirements (e.g., the Bachelor's Degree in Accounting meets the IOR; the graduate level education meets the 'in lieu of specialized experience' requirement).

If you have a Bachelor's Degree in Accounting but don't have SAA or graduate education, you'll need to show 52 weeks of Specialized Experience.

These scenarios are also true if you have a Bachelor's Degree in a related field, as long as you show the 24 semester hours in Accounting courses. (Remember to highlight those courses on your transcript.)

You may submit an unofficial transcript, but it must include your name, the name of the school, the date of completion and the degree earned.

If selected, you may be required to provide your official college transcripts prior to the effective date of your appointment.

Foreign Education: If your transcripts show education completed in foreign colleges or universities, you must also provide documentation that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in a conventional/accredited U.S. education program; or that full credit has been given for the courses at a U.S. accredited college or university.
