Summary

This position is in the Office of Support Operations (OSO), Office of Freedom of Information Act (FOIA) Services located in Washington, DC.

The Office of Freedom of Information Act (FOIA) is responsible for receiving and responding to requests for non-public records under the Freedom of Information Act (FOIA, 5 USC 552) and Privacy Act (5 USC 552a). The Office also responds to requests for public information which has not been published to SEC website under the FOIA (5 USC 552a).

Responsibilities

  • Serves as a team leader and senior specialist in the FOIA office, personally performing complex research assignments and leading a team in the conduct of research projects supporting the work of organization's senior staff.
  • Exhibits expert knowledge and understanding of the FOIA, its legal ramifications, and related legislation to ensure that the provisions of the law and the agency's regulations are complied with, performing complex research assignments, and preparing and presenting data driven reports.
  • Processes the most complex FOIA/PA requests; conducts complex research, and creates reports from various sources, including the electronic FOIA tracking system, and consolidates report data.
  • Collaborates with senior staff in the preparation of comprehensive documents/reports covering all phases of research and analysis relative to assigned area of responsibility and the FOIA program.
  • Applies FOIA guidance, regulations, and policies to records to arrive at release determinations, including information requests subject to Rule 83.
  • Locates and selects appropriate materials to answer selective or comprehensive questions from either internal or external queries.

  • Due to COVID-19, the SEC is currently in a mandatory telework posture. This position is eligible to request telework in accordance with the SEC 's telework policy.

Time-in-grade for this announcement is one year at the GS/SK-12 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-13: Applicant must have at least one year of specialized experience equivalent to the GS/SK-12 level. Specialized experience includes: 1) coordinating the processing of and responses to Freedom of Information Act (FOIA) and Privacy Act (PA) requests; 2) drafting outgoing responses; 3) preparing reports, or other documents related to work assignments; and 4) providing advice to team members on work methods, practices and procedures related to FOIA requests.
