Summary

As a Supervisory Accountant, you will supervise staff and direct the resources necessary to carry out programs and functions. You will analyze and evaluate procedures and controls and assist staff with complex accounting process, procedural, and policy problems. In addition, you will design training guides and instruct staff in functional responsibilities.

Responsibilities

As a Supervisory Accountant, you will:
  • Lead the Compliance and Internal Controls team and coordinate with Office of Management (OM) business units, other OCC organizations and the Department of Treasury to ensure the OCC operates in compliance with OMB Circular A-123's applicable laws, regulations, and guidance.
  • Oversee the OCC's OMB Circular A-123, Appendix A, C, and D program and deliver presentations on program deliverables to OCC senior management.
  • Serve as the liaison for OM, OCC business units, and external agencies on audits, evaluations, assessments, and compliance-related projects
  • Ensure the OM compliance framework is updated and includes new laws, regulations, or guidance issued by other federal agencies.
  • Participate in the formulation and implementation of policies, plans, systems, and procedures.
  • Analyze and develop solutions to problems arising from processes and procedures.
  • Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs. Assess, evaluate and provide input to performance evaluations. Recommend personnel decisions regarding hiring, promotions, adverse action, etc.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

Basic Requirements:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

--Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described for a degree; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the requirements described above, the following additional experience and/or education is required:

Specialized Experience:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V or GS-13. Examples of specialized experience for this position includes:
  • Leading the activities of a project, team, or organizational unit; AND
  • Performing research and analysis sufficient to address key issues relating to compliance, internal controls, or risk detection; AND
  • Assessing, evaluating, or monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
