Summary

The Deputy Associate Director, Senior Executive Service and Performance Management exercises leadership to promote effective and efficient use of the Federal Government's executive resources; leads the Government's efforts to establish and maintain robust performance management systems that assist Federal agencies in meeting their strategic goals, and oversees Governmentwide policy, guidance and programs related to supervisory, managerial, executive development.

Responsibilities

  • Provides executive leadership in the development of regulations and supplementary guidance on the entire range of executive personnel activities including position management and authorization, merit staffing, noncompetitive placements, any others;
  • Oversees the allocation of SES, SL, and ST spaces through the biennial review process or on an ad hoc basis; administers the statutory Qualifications Review Board process for appointments to the career SES;
  • Implements and oversees systems to address requests for non-career and limited appointment authorities, Schedule C appointments, special pay authorities, and executive placement assistance;
  • Administers the Presidential Rank Awards Program;
  • Oversees and administers Governmentwide performance management policies, programs, and certifications for white-collar and blue-collar civilian Federal employees, senior-level employees, and senior executives;
  • Provides leadership in the development of regulations and guidance on the complete range of training and developmental needs for the Federal leadership workforce, including guidance on SES Candidate Development Programs and other leadership cohorts.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification(s), listed below.

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS:
1. Knowledge of human resources (HR) management programs, practices, and concepts that has equipped the incumbent to lead the design, development, implementation, and management of HR program areas such as executive resources, performance management, leadership development, and/or work-life and wellness programs for a large and complex enterprise.

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
